Summary:
We are looking for a Technical Writer to support VTS for the USCG.
The Technical Writer must develop testing documentation, including test plans and test cases, for VTS systems and components, including hardware, software, and firmware, in accordance with C5ISC's testing standards and guidelines (C3CENINST 3960.1A or latest version), as directed by the COR.

Summary:
We are looking for a Technical Writer to support VTS for the USCG.
The Technical Writer must develop testing documentation, including test plans and test cases, for VTS systems and components, including hardware, software, and firmware, in accordance with C5ISC's testing standards and guidelines (C3CENINST 3960.1A or latest version), as directed by the COR.
Responsibilities
Essential Job Functions:
- Create a comprehensive test plan that includes the testing of VTS sensors and other external systems integrated with the PAWSS system within thirty (30) calendar days of the purpose of this testing is to verify that these components can operate seamlessly together (interoperability) and function as intended (functionality), ensuring that the overall PAWSS system meets all the requirements specified in the PAWSS documentation provided by the Government.
- Will review the submitted test plans and provide comments within thirty (30) calendar days of Upon receiving the COR's comments, the Contractor must revise the test plans and resubmit them to the COR within fifteen (15) calendar days. The COR will then have fifteen (15) to review the revised test plans and provide written approval, completing the review and approval process.
- Must execute the approved Test Plan as directed by the COR and provide a comprehensive Test Report within thirty (30) calendar days of the Test Report must include a detailed description of the test results, specifically identifying which elements passed and failed testing, as well as any workarounds that were discovered during the testing process. The Contractor must submit the Test Report to the COR for review and approval, ensuring that it accurately reflects the outcomes of the testing activities conducted in accordance with the approved Test Plan.
- Will review the submitted test report and provide comments within thirty (30) calendar days of receipt. Upon receiving the COR's comments, the Contractor must revise the test report and resubmit them to the COR within fifteen (15) calendar The COR will then have fifteen (15) calendar days to review the revised test report and provide written approval, completing the review and approval process.
- When system patching is required, the Contractor must prepare a Software Change Notice (SCN) using the template provided in Attachment. The Contractor is authorized to modify the template as needed, but any changes to the original format must be approved in advance by the COR prior to submission of the SCN.
- Upon completion of the Software Change Notice (SCN), the Contractor must submit it to the COR for review and approval at least fifteen (15) calendar days prior to the scheduled release of the patch. The COR will conduct a thorough review of the SCN to verify that it complies with all applicable requirements and that the proposed changes are deemed acceptable, ensuring that the patching activity can proceed as
- Upon notification from the COR that a System Version Description (SVD) is required, the Contractor must prepare a SVD using the template provided in Attachment The purpose of the SVD is to document the software version description, which includes key details such as the version number, release date, and software components. The Contractor is permitted to modify the template as needed, but any changes to the original format must be approved in advance by the COR to ensure compliance with the required standards.
- Create visual aids such as diagrams, flowcharts, and infographics to support written materials.
- Will support internal and external communication needs, maintain documentation libraries, and contribute to continuous improvement in documentation standards.
Qualifications
Necessary Skills and Knowledge:
- Demonstrable understanding of planning, scheduling, and mission management technologies
- Strong technical writing and editing skills with excellent attention to detail
- Ability to understand and communicate complex technical concepts clearly
- Excellent communication and time management skills
- Experienced with the Microsoft Office Suite products Word, PowerPoint, and Excel
Minimum Qualifications:
- High School Diploma, GED, or related experience
- IAT Level II qualified
- Minimum 2-5 years of experience in technical writing
- Active Secret clearance
Preferred Qualifications:
- Bachelor's degree
