Qualifications

In order to qualify, you must meet the general/specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Human Resources Management, Series 0201.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-1, or equivalent in the Federal Service. Specialized experience must include: Knowledge of fundamental Federal HR affirmative employment, recruitment, and placement principles, policies, practices, methods, and analytical techniques.

EDUCATION:
Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study. NOTE: You must submit a copy of your transcripts.

OR
COMBINATION OF EXPERIENCE AND EDUCATION:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of fundamental Federal HR affirmative employment, recruitment, and placement principles, policies, practices, methods, and analytical techniques. Knowledge of other HR processes sufficient to relate recruitment and placement issues to them.

2. Skill in applying basic principles, provisions, laws, regulations, practices and techniques of staffing and recruitment. Ability to gather and analyze facts and draw conclusions from information.

3. Ability to communicate information clearly, orally, and in writing. Ability to communicate, both orally and in writing.

4. Ability to organize work, set priorities, and determine resource requirements; determine goals and strategies to achieve them; coordinate with other organizations; monitor progress, and evaluate outcomes. Skill in working with customers to assess needs, provide assistance, resolve problems, and satisfy expectations.

5. Ability to persuade others to accept recommendations, work toward an agreement, and negotiate mutually acceptable solutions. Ability to develop and maintain effective relationships and to communicate effectively both orally and in writing.

6. Ability to identify problems and use sound judgment and decisions to generate and evaluate alternatives and make recommendations.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

AcqDemo Expanded Probationary Period for Supervisors and Managers: An additional supervisory probationary period of one year may be required when an employee is officially assigned to a different supervisory position.

This is an acquisition demonstration project position NH-2 equivalent to a GS-5 to GS-11
