The Opportunity
As a CACI COP Operations Manager, you will assume a critical leadership role in supporting the United States European Command (USEUCOM) Joint Operations Center (JOC). This position is a focal point for all C2/COP inquiries from Joint Staff, GCCS-J program office, component commands, other Combatant Commands (CCMD), and United States Strategic Command (USSTRATCOM), to ensure global delivery of a timely and relevant COP. As a C2 planner, aids the USEUCOM theater COP SME with policy/planning tasks and formulating RFI responses. This role requires meticulous adherence to EUCOM JOC Standard Operating Procedures (SOP) and compliance with higher directives. You will be instrumental in ensuring the seamless integration and operation of command and control systems, demanding a high level of expertise, exceptional coordination skills, and acute situational awareness. Your efforts will be vital in maintaining effective Command & Control operations, thereby contributing to the overall mission success and operational excellence within USEUCOM.
Responsibilities:
• Lead and manage all GCCS-J upgrades, deployments, and integration efforts across the enterprise. Ensure that system enhancements and updates are seamlessly integrated into existing infrastructure, addressing evolving operational needs while maintaining system functionality and performance. This includes working closely with technical teams to ensure updates are deployed efficiently and with minimal disruption to operations.
• Ensure that GCCS-J meets the diverse and evolving operational needs of both day-to-day activities and specialized autonomous requirements. This includes the development and management of independent C2/COP system architectures that support high-priority operations, ensuring that the COP is available, actionable, and relevant for all levels of command.
• Provide critical support as a C2 planner by working closely with the USEUCOM theater COP Subject Matter Expert (SME) on policy, planning, and strategy development.
• Lead, mentor, and manage a team of operations specilaists and planners. Provide guidance and training for operational users and technical teams on C2/COP system functionalities, ensuring all personnel are well-equipped to use the systems effectively in real-world operations.
• Be part of the Emergency Relocation Group (ERG) and maintain Continuity of Operations (COOP) in a time of need. This includes movement to alternate locations to perform duties as required.
Qualifications
Required
• Active TS/SCI clearance.
• DoD 8570.1 IAT Level II (e.g., Security+ CE) required.
• 5+ years of experience leading technical teams and managing C2 and COP management projects in complex organizations. Expert knowledge of C2 and COP systems with experience in GCCS-J or similar command and control systems.
• Strong understanding of combatant commands, including USEUCOM, USSTRATCOM, and other CCMDs, and the integration of their operational requirements into C2/COP systems.
• Excellent communication and coordination skills, capable of liaising with senior military and government officials, as well as technical teams. • Strong problem-solving abilities and a demonstrated ability to work under pressure in dynamic environments.

• Familiarity with Joint Staff processes, GCCS-J technical documentation, and the systems integration lifecycle.
