Responsibilities
This position is in support of a Department of Defense (DoD) organization, CJTF-HOA located OCONUS in DJIBOUTI, Africa. This position is required to travel OCONUS.
The successful candidate must be able to communicate clearly and succinctly both written and orally, and present products and ideas in a business-like manner. The candidate will be required to work in dynamic fast paced environments that require team interaction and coordination of efforts. The Outside Plant Fiber Engineer with RCDD will play a critical role in the planning, design, implementation, and management of our fiber optic network infrastructure. This individual will leverage their expertise in fiber optics and structured cabling to ensure the reliability, efficiency, and performance of our network, supporting our commitment to delivering exceptional services to our clients. This candidate will lead the design and planning of fiber optic network expansions, including route selection, cable types, enclosures, and distribution points. Collaborate with cross-functional teams to develop comprehensive OSP (Outside Plant) designs that align with project requirements and industry standards. Prepare detailed engineering drawings, diagrams, and documentation using Computer-Aided Design (CAD) software. Evaluate and select appropriate fiber optic cables, connectors, and components to optimize network performance and cost-effectiveness. Provide technical guidance during the installation, splicing, termination, and testing of fiber optic cables and related equipment. Conduct feasibility studies and site surveys to assess the viability of new fiber optic projects and identify potential challenges. Ensure compliance with industry regulations, codes, and safety standards throughout the design and installation process. Assist in the procurement of materials, equipment, and tools required for fiber optic projects. Mentor and train junior engineering staff to enhance their technical skills and knowledge. Act as a subject matter expert in meetings with clients, stakeholders, and regulatory bodies. Stay updated on industry trends, emerging technologies, and best practices to continuously improve network designs and strategies.

OSP/E&I Technician Responsibilities Include:
- Maintaining and expanding critical fiber optic and electrical infrastructure
- Work on cutting-edge outside plant (OSP) projects including fiber splicing, cable installation, and network optimization
- Collaborate with engineering teams to troubleshoot complex electrical and instrumentation systems

- Travel to various job sites and work in diverse environments from underground vaults to aerial installations
- Contribute to projects that directly impact community connectivity and infrastructure reliability Responsibilities:
- Install, maintain, and repair fiber optic cables, copper cables, and associated telecommunications equipment
- Perform fiber splicing operations including fusion splicing and mechanical splicing with precision and accuracy
- Conduct instrumentation system testing, calibration, and troubleshooting using specialized equipment
- Read and interpret technical drawings, schematics, and engineering specifications
- Document work performed, maintain accurate records, and complete required safety and compliance reports
- Respond to emergency service calls and perform restoration work during outages or system failures Qualifications: Required:
- High school diploma or equivalent with 2+ years of experience in telecommunications, electrical, or instrumentation work
- Valid driver's license with clean driving record and ability to operate company vehicles and equipment
- Physical ability to work in confined spaces, and lift up to 50 pounds regularly Desired:
- Associate degree in Electronics, Telecommunications, or related technical field
- Industry certifications such as FOA (Fiber Optic Association) certification, OSHA 10/30, or relevant electrical certifications
- Experience with fiber optic testing equipment (OTDR, power meters, light sources) and electrical instrumentation tools
Qualifications:
Required
- Currently hold an adjudicated Secret and be able to maintain.
- DoD 8570 IAT Level II compliance (Security + Certification, equal or higher)
- 2+ years of experience in telecommunications, electrical, or instrumentation work • Valid driver's license with clean driving record and ability to operate company vehicles and equipment
- Physical ability to work in confined spaces, and lift up to 50 pounds regularly
- Registered Communications Distribution Designer (RCDD) certification
- BA/BS +3 yrs recent specialized or AA/AS +5 yrs recent specialized or a major cert + 7 yrs recent specialized or 9 years of recent specialized (Outside Plant)
- Fiber Optic experience desired
- Must be willing/able to work OCONUS for minimum of one year
- Read and understand Blueprints in both hard copy and softcopy using AutoCAD.
- Understand Fiber splicing tools, procedures, and methods for ordering supplies.
- Installation of OSP within the DoD and Naval shore installation practices.
- MS VISIO and AutoCAD experience to maintain network and cable records.
- Have basic understanding in OSP installation practices.

- Current Certified Fiber Optic Specialist (CFOS)
- Certified Fiber Optics Installer (CFOI) or Fiber Optics Technician (FOT)
- Certification from the Fiber Optic Association (FOA) or the Electronics Technician Association International (ETA-I), or an equivalent training certification from an accredited technical/trade/service school certifying Fiber Optic training and qualifications in accordance with NECA 301-2004 Installation and Testing of Fiber Optic cable standards.
- Associate degree in Electronics, Telecommunications, or related technical field
