Director of Operational Demonstrations and Assessments

Position Description:
The Director of Operational Demonstrations and Assessments for NDRC will serve as the lead for operational demonstration events and the post-event assessment process and the primary focal point for coordinating, executing, and assessing Spins, Spurs, and Sparks, and other similar activities. The Director of Operational Demonstrations and Assessments will report to the NDRC Senior Director for Operations and Research.
The duties of the Director of Operational Demonstrations and Assessments include, but are not limited to:
• Oversees NDRC-sponsored demonstrations related to Partnership Intermediary Agreement (PIA) technical objectives and requirements as supplemented by Collaborative Project Order (CPO) Statements of Work, or other future contracts with supported entities.
• Oversees the coordination and execution of demonstrations events, Spins, Spurs, and Sparks for the NDRC.
• Advocates for and designs demonstration cycles, out-of-cycle demonstrations/projects, and market research, specifically focusing on the nearest 24-month window. Works with Directorate leadership to prepare relevant proposals and to negotiate with the Government Contracting Officer and other organization's contracting personnel for demonstration-related work.
• Prepares demonstration plans and after-action reports on demonstration results, as required.
• Collaboratively executes of all concept exploration initiatives, processes, and procedures to ensure all sponsored demonstrations meet stated government requirements and support NC3 Enterprise center (NEC) and/or other supported entities mission objectives.
• Coordinates with the Infrastructure and Programs Support Directorate on the development, operation, maintenance, and integration of all NDRC demonstration facilities, to include maintenance and upkeep of the spaces, mobile vehicles, and associated equipment
• Coordinates with Research Networks and Telecommunications Specialist to monitor system health, performance, and security across the NDRC networks.
• Works with the Configuration Control Board to assist with coordination for communications, design and implement networks, and manage satellite and wireless communications.
• Onboards additional Mission Partners into NDRC demonstration cycles.
• Monitors processes to complete contract deliverables and develops mitigation strategies to prevent problems before they arise.
• Other duties as assigned by the NDRC Executive Director or Senior Director of Operations & Research.
Knowledge, Skills, and Abilities
• Must be United States citizen and have the ability to obtain and maintain a final Top Secret (TS) security clearance with eligibility for Sensitive Compartmented Information (SCI).
• Must have a bachelor’s degree or higher in Science, Technology, Engineering, Math, or a related degree.
• Must have at least 12 years of experience in Command, Control, and Communications (C3), Information Technology, Telecommunications, or a related operational field.
• Strong interpersonal, communication, and presentation skills.
• Ability to effectively work independently and function in a team environment.
• Demonstrated ability to lead others and to deliver results on multiple, simultaneous projects and to work calmly under pressure.
• Strong knowledge of DoD operational missions and related security policies and procedures.
• Ability to work collaboratively with various cybersecurity and IT personnel.
• Excellent problem-solving, analytic, and time management skills.
