Position Summary
ANSER is seeking a Project Manager to provide program, project, and operational management support for a Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)) Program. You will be responsible for driving strategic initiatives, managing complex projects, developing actionable decision support materials, and improving operational efficiency across the organization.

Position Summary
ANSER is seeking a Project Manager to provide program, project, and operational management support for a Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)) Program. You will be responsible for driving strategic initiatives, managing complex projects, developing actionable decision support materials, and improving operational efficiency across the organization.
Day-to-Day Responsibilities
- Provide project and operational management support to OUSD(R&E) senior leadership, ensuring the timely execution of initiatives and action items.
- Develop, implement, and manage tools for tracking actions, tasks, and workflow processes to ensure timely completion and accountability.
- Facilitate planning meetings for projects, initiatives, and major work efforts, coordinate schedules, documentation, and follow-up actions.
- Create project management artifacts such as statements of work, charters, schedules, and Gantt charts to support execution and oversight.
- Prepare executive-level briefings, reports, and decision-making support documents that clearly communicate progress, challenges, and recommendations.
- Conduct business case analyses to assess costs, benefits, and risks of various courses of action to inform leadership decisions.
- Design, implement, and refine operational and business processes to improve productivity and mission effectiveness across the organization.
- Develop and track performance metrics to measure progress, support continuous improvement, and provide data-driven recommendations.
- Facilitate communication and collaboration between government personnel at all levels, ensuring alignment of objectives and priorities.
- Support the development and delivery of training and communication materials to implement new processes, policies, or performance initiatives.
Required Qualifications
- TS/SCI Clearance.
- Bachelor's degree in management, science, mathematics, engineering, or a related technical discipline. Will consider an additional four (4) years of specialized experience, including military or industry senior-level program analyst experience in lieu of degree.
- Ten (10) years of experience as a senior Data Analyst or Project Manager.
- Demonstrated experience in project and operational management, strategic planning, and executive decision support.
- Demonstrated proficiency with management tools, including Microsoft Office Suite (Word, Excel, PowerPoint, Project).
Preferred Qualifications
- PMP Certification or Master's degree.
- Strong communication and leadership skills with the ability to work effectively across functional and senior-level DoD environments.
- Proven ability to manage multiple projects concurrently and deliver high-quality results under tight deadlines.
- Strong analytical and problem-solving skills with the ability to quickly assess priorities and drive issues to resolution.
