Job Description

SALARY RANGE $150,000 - $210,000/year.

DUTIES As a successful candidate for the Systems Engineer II role, you will analyze user requirements, concept of operations documents, and high-level system architectures to develop system requirements specifications. You will analyze system requirements and lead design and development activities. Guide users in formulating requirements, advise on alternative approaches, and conduct feasibility studies. Provide technical leadership for the integration of requirements, design, and technology. Incorporate new plans, designs, and systems into ongoing operations. Develop technical documentation, system architecture, and system design documentation. Guide system development and implementation planning through the assessment or preparation of system engineering management plans and system integration and test plans. Interact with the Government regarding systems engineering technical considerations and associated problems, issues, or conflicts. Assume ultimate responsibility for the technical integrity of work performed and deliverables associated with the systems engineering area of responsibility. Communicate effectively with other program personnel, government overseers, and senior executives.

• Allocate process and error budgets to systems and subsystems

• Generate alternative concepts, architectures, and design solutions

• Define verification methods, processes, and evaluation criteria

• Develop system designs that meet requirements and analysis outcomes

• Review WBS, work packages, and integrated master plans

• Define and manage system interfaces across the development lifecycle

• Translate system requirements into stakeholder-driven functions

• Derive complete, verifiable, low-level requirements from higher-level ones

• Support baseline definition: requirements, designs, interfaces, testing

• Develop IA requirements: confidentiality, integrity, access control, etc.

• Implement SOA solutions and DoDAF architectural views

• Approve system engineering docs for accuracy and completeness

• Capture and store interface data in shared control formats

• Perform risk assessments per program-defined risk frameworks

• Plan early design verification with stakeholders for compliance

• Create time-based function flow diagrams

• Control and trace requirement changes through formal processes

• Maintain technical integrity of system baseline across lifecycle

• Support DoD and other certification and accreditation processes

• Develop/review JCIDS docs: ICDs, CDDs, IA strategies

• Lead technical direction across the full lifecycle: requirements to integration

• Define operational scenarios covering users, systems, and environments

• Analyze non-functional areas: reliability, survivability, maintainability

• Coordinate system integration and interface coverage across teams

QUALIFICATIONS Fourteen (14) years of experience as a SE in programs and contracts of similar scope, type, and complexity is required. A bachelor's degree in Systems Engineering, Computer Science, Information Systems, Engineering Science, Engineering Management, or a related discipline from an accredited college or university is required. Five (5) years of additional SE experience may be substituted for a bachelor's degree.

Desired Skills

Knowledge and/or experience with:

• Circuit Switched and Mobile Telephony signaling types, networks and systems, including audio encoding/decoding (7 years)

• Specific communications protocols (e.g., GSM, CDMA, 5G, HTS, etc.) and associated community tools

• Application Development for IPv4 and IPv6 packet-switched networks (i.e., L2, L3), protocols (i.e., VOIP), and technologies (VPNs, encapsulation)

• Digital forensics tools such as Wireshark

• Deep knowledge of the OSI network stack and associated protocols across layers 2-7.

• All protocol stacks for data transfer, to include but not limited to Routing protocols, Encapsulation, Tunneling, and encryption, legacy protocols (i.e., SONET)
