In this dual capacity role, the employee will serve as Deputy Program Manager supporting Akima Systems Engineering's overall contract management and corporate oversight functions, while simultaneously serving as the on-site, billable, Project Manager supporting the Government customer in the execution of mission-critical IT projects.

The Project Manager function is responsible for planning, coordinating, and executing Information Technology (IT) projects in direct partnership with Government stakeholders, ensuring all efforts align with strategic objectives and performance requirements. This position applies established project management principles and methodologies consistent with the Project Management Body of Knowledge (PMBOK) best practices to deliver reliable, secure, and cost-effective results.

Responsibilities

  • Supports the Program Manager in overseeing and coordinating multiple IT projects and task areas within the program.
  • Assists in managing cross-functional teams of 45 or more professionals across engineering, cybersecurity, and support disciplines.
  • Monitors project schedules, budgets, and performance metrics to ensure timely and cost-effective delivery.
  • Coordinates with stakeholders and Task Leads to align project goals, milestones, and deliverables with customer requirements.
  • Prepares and delivers project updates, risk assessments, and performance briefings to senior management and Government stakeholders.
  • Assists with the development and execution of risk mitigation strategies and continuous process improvement initiatives.
  • Provides day-to-day leadership, guidance, and mentorship to project staff to foster collaboration and accountability.
  • Assists in managing contract deliverables, CDRL submissions, and performance reporting to ensure full compliance with contract and DoD standards.
  • Participates in recruiting, onboarding, and workforce retention initiatives to sustain a cleared, high-performing team.
  • Coordinates with vendors and subcontractors to track deliverables, monitor performance, and support modifications and renewals.
  • Ensures all program activities adhere to applicable DoD IT, cybersecurity, and security handling regulations.

Project Manager Responsibilities:
  • Key responsibilities include creating and maintaining the Plan of Action and Milestones (POAM) for each assigned project, which details goals, objectives, timelines, resources, and constraints. The Project Manager presents these plans to government leaders, adapting them based on feedback to meet evolving needs. Additionally, they are responsible for generating and updating a Project Risk Plan, tracking project progress, and ensuring compliance with security and other project requirements.
  • The role demands proactive management of project schedules, risk assessment, and the documentation process throughout the project lifecycle. When necessary, the Project Manager prepares decision briefs for government leaders, outlining emergent issues and potential Courses of Action (COAs), facilitating informed decision-making and project adjustments.
  • This position also requires the Project Manager to provide a Monthly Status Report (MSR) to the Contracting Officer's Representative (COR)-appointed Technical Assistant (TA), detailing the status of all projects, identifying emergent issues, and suggesting actionable solutions to ensure project success and alignment with strategic goals.

Qualifications

  • Active TS/SCI clearance.
  • Strong understanding of DoD IT processes, regulations, and security protocols.
  • Demonstrated leadership and communication skills, with experience supporting senior program leadership in complex environments.
  • Experience assisting in financial management, cost tracking, and forecasting.
  • Familiarity with contract management principles, COR/TPOC coordination, and performance reporting.
  • Experience supporting recruiting, staffing, and workforce management for cleared personnel.
  • Understanding of CUI, COMSEC, and classified information handling requirements.
  • IAW DoD 8570.01-M, must meet IAM II minimum qualifications.
  • Must possess ONE of the following 8570 IAM-II certifications:
    • CAP (Certified Authorization Professional)
    • CASP+ CE
    • CISM (Certified Information Security Manager)
    • CISSP (or Associate)
    • GSLC (GIAC Security Leadership Certification)
    • CCISO (Certified Chief Information Security Officer)
    • HCISPP (Healthcare Information Security and Privacy Practitioner)
    • Project Management Professional (PMP) Certification
  • Minimum High School Diploma/GED.
  • Minimum two (2) years of work experience in project management within the DoD.
  • Strong written/verbal communication skills, including high-level presentations/briefings.
  • Experience using Microsoft Office tools (Project, Word, PowerPoint, Excel, and Outlook). Microsoft Project will be the main tool for tracking projects. Microsoft SharePoint is recommended for keeping all project related documents to share with team members and leadership.

Desired Qualifications:
  • ITIL or Agile certification preferred.
  • Prior experience working in a government, on-site, customer-led environment.
  • Experience in a Communications Directorate or Division at the Combatant Command or Theater Service Component Command level.
  • Military experience.
