The Security Manager position is a multi-faceted role that includes Security Management and International Security responsibilities for HII Mission Technologies Global Security (GS) Business Group. The position will be based out of either our Virginia Beach or Newport News, VA location. This position requires an in-depth knowledge of Industrial and Program Security with the ability to analyze security requirements and needs of the organization as well as having the ability to communicate with the Group President, Vice Presidents and various Program Managers verbally, through email, and inwritten reports. This position will also communicate and be the security liaison with various government customers.

The successful candidate will apply expert multi-discipline (Industrial and Program Security, COMSEC, OPSEC, PERSEC, Physical Security, etc.) program security management experience to ensure consistency of security execution, the ability to reduce/eliminate redundancies, and assure cross-discipline and across-organizational teamwork. They will have a full understanding of industrial security practices to include but not limited to DD254's (prime and subcontractor), DISS, NISS, NBIS, and Access Commander.

Responsibilities: I want to and can do that!

• The successful candidate will function as the lead for the GS security team to administer the overall HII Mission Technologies security program and will provide guidance and support to first line managers and other industrial security personnel on various security topics. They will also provide support to other HII field sites as applicable.
• Will be responsible for implementing policy and procedures for HII Mission Technologies international security operations. Knowledge of the DISP process is a plus.
• Will be responsible for the administration and coordination of DoD, DoE and other Industrial Security Programs and activities to ensure compliance with government and company security policies and procedures.
• Will develop and administer security programs and procedures for classified or proprietary materials, documents, and equipment in coordination with government agencies and management personnel.
• Have in-depth working knowledge to implement and enforce 32-CFR Part 117 and SEAD 3 Reporting Requirements.
• They will review and implement federal security regulations that apply to company operations.
• Obtains rulings, approvals, interpretations, and acceptable deviations for compliance with regulations from government agencies.
• Assist in preparing and reviewing manuals outlining regulations such as SOPs, SPPs, ITPs, EAPs and OPSEC for onsite facility requirements and or program implementation.
• Ensures procedures are established for record keeping, handling, storing, and for granting personnel and visitor access to restricted records and materials.
• Prepares and conducts security education classes, incoming/outgoing facility inspections, and security audits and will ensure 100% annual compliance is complete.
• Conducts security self-inspections, physical security surveys, and threat/vulnerability assessments, and ensures applicable facilities are compliant with annual requirements.
• Ensures accuracy of the security clearance data base and document control using the Access Commander database.
• Interfaces with government customers on security related issues.
• Ensures that classified information entrusted to the company is properly safeguarded as outlined in federal controlling instructions.
• Responsible for preparation, management and interfacing with the Defense Counterintelligence Security Agency (DCSA) during audits.
• Thorough knowledge of using/applying US Government online programs such as the National Background Investigation Services (NBIS), eAPP (Electronic Application), Defense Information System for Security (DISS) and the National Industrial Security System (NISS).
• DCSA FSO Certification for Possessing Facilities is required.

Requirements: I have already done that or have it!

• The successful candidate must have 8 years of relevant progressive experience with a bachelor's degree in a related field, or 6 years relevant progressive experience with a master's degree in a related field supporting the Department of Defense or the Intelligence Community with keen knowledge of 32 CFR, ICDs, and various DoDM Manual's including but not limited to 5205.07.
• The successful candidate must be able to prioritize tasks and handle multiple assignments concurrently.
• Experience leading a team of security professionals to include manager's, FSO's, AFSO's, CPSO's, is required.
• The candidate must be able to work well in a team environment, with minimal supervision, on multiple tasks and work well under tight deadlines in a fast-paced environment, while managing daily responsibilities.
• The candidate must possess excellent speaking, writing, organization, and customer service skills, and must be able to speak to senior leaders at all levels.
• Must possess a current, in-scope, CV enrolled Top-Secret clearance with current SCI eligibility.
• DCSA FSO Certification for Possessing Facilities is required

Preferred Requirements

• Experience supporting the Department of Defense or the Intelligence Community with keen knowledge of 32 CFR, ICDs, and various DoDM Manual's including but not limited to 5205.07.
• Experience implementing international security operations.
• Knowledge of the DISP process is a plus.
