Raytheon is seeking to hire a Program Integrator/Deputy Program Manager (PI) in support of the Stinger Program Portfolio. This position will report directly to the Stinger Program Director and will support the program leadership team, integrated product teams and cross product teams. This position is a full time, on site position based out of Tucson, AZ.

The PI/DPM is responsible for program integration, coordination, and control and direct engagement with the program team and functional partners, in pursuit of day-to-day program execution; advocating program management (PM) plans, processes, and business objectives; and the implementation of PM best practices. The PI/DPM will work with senior program leadership team to understand program cadence and communications and facilitate efficient program operations internally and externally. The PI/DPM will work directly with the USG Customer to improve communications and alignment.

This position will coordinate across multiple stakeholders to maximize consistency and implementation of program management best practices. The PI/DPM will assist with providing tactical direction for program execution and maintain program cadence to ensure contract and company requirements, deliverables, and reporting are met using the approved business model and management tools using EVMS, IPDS, PRISM, etc. The PI/DPM will also be expected to work closely with and influence the PPL, functional team members, and other business units to ensure alignment and consistency through key portfolio initiatives. Work through various stages of program execution including proposal development and negotiations, program startup, program execution and program closeout.

What You Will Do
  • In the absence of the program manager, is responsible for meeting contractual commitments including financial, technical, and schedule performance of assigned program(s) within contractual boundaries and company expectations.
  • Develop and maintain partnerships with members of the SRAD, SMGBAD, and program leadership teams (LTs) as necessary to achieve business and reporting requirements
  • Assist with the day-to-day program execution cadence (battle rhythm) of the program, i.e., risk review boards, program management reviews, failure review boards, configuration control boards, etc.
  • Identify and implement key program metrics and actions by working collaboratively with the program offices within the Stinger program.
  • Manage and track Stinger aggregated action items to ensure timely closure of actions, including the preparation and management of all required product lifecycle artifacts and reviews
  • Develop program-enhancing partnerships with internal functional organizations (typically organized into integrated product teams (IPTs) and/or cross product teams (CPTs)) including but not limited to Engineering, Contracts, Finance, Procurement/Supply Chain, Manufacturing/Operations, Quality Management, Logistics, Data Management (CDRL support), and administrative functions.
  • Display strong communication, influence management, and presentation skills, and comfortably interacts with both internal and external stakeholders at all levels of leadership.
  • Set budgetary guidelines and directs the performance of program task elements for IPTs/CPTs
  • Support the program risk and opportunity process, in accordance with specific financial goals and obligations
  • Execute daily program management and cadence such as risk review boards, customer reviews, IPT/CPT reviews, failure review boards, program management reviews (PMRs), staffing reviews, and decision reviews to achieve contract commitments
  • Prepare, revise, update, and monitor required documentation and analysis in compliance with contract requirements and Raytheon's Integrated Product Development System (IPDS), such as gate reviews and the GEM tool, the program earned value management system (EVMS), and both corporate- and business-level policies and procedures
  • Capture and track program action items and works with action owners to ensure timely satisfactorily closure of actions
  • Identify and implement key program assessments and metrics to lead development of situational awareness charts and performance assessments that enable program success drivers by program leadership teams


Qualifications You Must Have
  • A University Degree or equivalent experience and minimum 10 years
  • prior relevant experience, or An Advanced Degree in a related field and minimum 7 years experience
  • A minimum of 8 years of business, program, or project management professional experience
  • Experience with financial analysis tools and project management tools and/or systems
  • Experience leading cross-functional teams (to potentially include Engineering, Contracts, Finance, Procurement/Supply Chain, Manufacturing/Operations, Quality Management, Logistics, Data Management (CDRL support), and administrative functions) - preferably in the Aerospace and Defense industry
  • Experience balancing technical, cost, and schedule constraints to meet program deadlines and expectations
  • Candidate must have an active DoD Secret clearance


Qualifications We Value
  • Experience developing and reviewing cost proposals and synthesizing Gate 4 and Gate 5 (IPDS) packages for management review and approval
  • Raytheon Program Management certification at level 6 or 5, or ability to achieve within 6 months
  • Prior experience supporting development, production, and/or sustainment programs, preferably in the aerospace and defense industry
  • Working knowledge of contract formation, execution, management, and/or closeout
  • Experience conducting international business and managing cross-cultural communication
  • Product lifecycle management experience
  • Proficiency with PMX tool suite or similar program management systems

This position is an onsite role, located in Tucson, AZ

The salary range for this role is 124,000 USD - 250,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.

Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company's performance.
