Our Advanced EO/IR Sensors (AES) organization, part of our Electro-Optical/Infrared Solutions (EOIRS) SSBU within our Advanced Products & Solutions (APS) SBU is seeking a Program Manager to support one of our strategic development programs within our Next Gen Systems (NGS) group. The AES group consists of EO/IR sensor programs for a variety of customers and includes development, upgrades, production, O&M support, and continuous improvement. You will provide support to the Associate Director for the program, by managing key major subcontractors, the software scope and manage a related Internal Research & Development (IRAD) project.
This position is onsite in McKinney, TX.

The salary range for this role is 101,000 USD - 203,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.

What You Will Do
- Accountable for executing the scope specified by the associate director on the programs and meeting business financial goals, including profit and loss
- Set program priorities, resolve conflicts and barriers, implement gates and major reviews with customers, suppliers, and leadership
- Support the management of all aspects of program execution, including cost controls, change management, risk and opportunity management, completion of contract deliverables, and Estimate at Completion (EAC) requirements with an emphasis on management of major subcontractors and software
- Support and present Program Performance Reviews (PPRs), customer Program Management Reviews (PMRs), Technical Interchange Meetings (TIMs) and ongoing customer discussions
- Maintain and report status of all items in workflow
- Monitor and manage factory throughput, and continuously look at process improvements for reduced cycle times and customer turnaround times (TATs)
- Meet customer commitments, contract deliverables, and internal program reporting to include financials, quality, cost efficiency, technical and schedule performance
- Collaborate with other program managers, chief engineers, and integrated product team leads (IPTLs) to resolve resource conflicts and optimize success across the portfolio through continuous improvements in production, reliability, factory and field test equipment, operational and maintenance manuals, and engineering activities
- Support the associate director with proposal/capture manager lead activities, to include strategy, bidding, gating, fact finding and partnering with contracts for proposal negotiation.
Qualifications You Must Have
- Typically requires a Bachelor's degree or equivalent experience and minimum 8 years of prior relevant experience, or an Advanced degree in a related field and minimum 5 years experience
- Program or project management experience
- Experience supporting cross-functional teams
- Experience managing cost, schedule, and technical performance using program management resources such as Earned Value Management System (EVMS), Integrated Master Plan (IMP), Integrated Master Schedule (IMS), Risk and Opportunity Management, scope management, or similar business processes
- Active and transferable Secret U.S. government issued security clearance is required prior to start date with the ability to obtain program access after start
Qualifications We Prefer
- Program Management Level 5 Certification, or ability to obtain within one year
- Effective communication and presentation skills across all levels, including customers and executive stakeholders
- Experience with Microsoft Office Suite resources and Project Management Resources (MS Project)
- Excellent business sense to proactively identify risks and opportunities, along with an ability to resolve problems quickly and efficiently
- Continuous attention to details including financials and execution performance, and thorough organizational skills
- Technical knowledge of Electro-Optical/Infrared systems (EO/IR) and similar technologies
- Comfortable working with traditional, agile, and hybrid PM methodologies
- Management of agile software projects
- Basic understanding of the military operations community and logistics support structures
- Experience working oversight and monitoring of supplier performance; develop preventive and corrective actions as necessary
- Customer focused, customer relationship management
- Demonstrated ability to apply best practices; familiarity and experience with Program Management Best Practices preferred
