The individual serves as an IT subject matter expert in Database Administration, tasked with the implementation and management of the enterprise data governance program. This encompasses the establishment of policies, standards, and practices to ensure the quality, integrity, and security of data assets, all while promoting and advancing mission objectives. The Database Administrator will provide on-going database maintenance, design, and enhancement support to contract data warehouse and data marts and be well accustomed to maintenance and enhancement work as well as standards and templates determined by the SDLC.

Responsibilities
Database Architecture & Development
- Lead the design, delivery, and operation of robust database solutions in a variety of data environments.
- Translate detailed designs into efficient, scalable database solutions.
- Develop data warehouse solutions, including data mart modeling and implementation.
- Provide technical recommendations and proof-of-concept validations for new database initiatives.
- Database Administration & Support
- Manage day-to-day operations of large multi-terabyte Oracle instances.
- Perform regular maintenance tasks including indexing, partitioning, and patching.
- Support Oracle upgrades, troubleshooting, and security hardening (e.g., encryption).
- Ensure optimal query performance through tuning and configuration.
- Participate in a 24/7/365 on-call rotation (typically one week every four weeks).
- Performance Tuning & Monitoring
- Utilize Oracle Enterprise Manager (OEM Grid Control) and other tools (e.g., Toad, SQL*Developer) for monitoring and administration.
- Conduct performance tuning using AWR, ADDM, ASH, and Grid Control.
- Optimize Oracle databases for high availability and performance.
- Collaboration & Client Engagement
- Work closely with development teams to align database performance with application needs.
- Interact with business analysts and client representatives to gather and refine database requirements.
- Assist in project planning and provide technical leadership on database-related initiatives.
Qualifications
- Active Top Secret clearance.
- Bachelor's degree in computer science, Information Systems, Engineering, Business, or a related field.
- At least one of the following certifications: Cloud+, Security+, or SSCP or higher vendor-equivalent certification.
- Minimum five (5) years of experience in Oracle development and production DBA roles.
- Expert-level knowledge and hands-on experience with:
- Oracle 19c.
- Oracle upgrades, patching, and troubleshooting.
- Oracle Data Guard, RAC, ASM, and data warehouse partitioning.
- Oracle performance tuning tools (AWR, ADDM, ASH).
- Oracle security hardening and encryption.
- RMAN and Veritas backup/recovery methods.
- Experience with large-scale Oracle environments and multi-terabyte databases.
Desired Qualification:
- Knowledge of additional database platforms (e.g., Microsoft SQL Server).
- Familiarity with Oracle Streams, networking, and compression technologies.
- Experience with monitoring and administration tools such as OEM Grid, Toad, and SQL*Developer.
- Understanding of data modeling for data marts and enterprise data warehouses.
