ASE is looking for a Lead Engineering Technician VI to work in Suffolk, VA. The Engineering Technician VI will serve as the Lead Installer and Site Supervisor for the U.S. Coast Guard's Short-Range Communications Obsolescence Replacement Project (SCORP). This position provides senior-level technical and supervisory oversight for the removal, installation, testing, and verification of modernized VHF/UHF communication systems aboard Coast Guard WLR, WYTL, WLIC, and WLIC-160 class cutters, in accordance with the Statement of Work (SOW) and applicable technical directives.

The incumbent will ensure full compliance with USCG, DHS, and MIL standards for shipboard electrical installation, quality assurance documentation, and safety management, serving as the on-site lead for all technical execution, coordination, and reporting to the Project Task Manager and Contracting Officer's Representative (COR).

Responsibilities

  • Serve as on-site lead for installation teams performing SCORP suite removals, installations, and verifications per USCG TE2010.0 and SOW Sections 2.0-2.4.
  • Plan, assign, and oversee daily installation activities, ensuring alignment with approved CDRL schedules, WAFs, and DSRs.
  • Conduct Pre-Installation Test and Checkout (PITCO), Basic Functionality and Interconnection Test (BFIT), and System Operational Verification Test (SOVT) in accordance with CDRLs A007-A010.
  • Lead and document on-site In/Out Briefs with cutter command cadre, ensuring delivery of all required reports, forms, and configuration documentation (SFLC Forms 47/48, DD1348).
  • Supervise cable pulling, routing, and termination for RF, CAT-5, and fiber lines; ensure compliance with MIL-STD-2003, MIL-STD-1310, and Coast Guard electrical installation standards.
  • Verify all QA/OQE documentation for electrical terminations, connectors, and equipment installation.
  • Provide on-site mentorship and training for junior technicians; ensure strict adherence to safety, fire watch, and confined space protocols.
  • Coordinate daily with the C5ISC Port Engineer and COR to manage schedule adjustments, site access (VAR/VAL), and logistics.
  • Maintain accountability of all Government Furnished Equipment (GFE) and materials, including receipt, inventory, installation tracking, and disposition.
  • Prepare daily DSRs, weekly progress updates, and assist the Project Task Manager with CDRL A005 monthly progress reports.

Qualifications

  • Minimum of 10 years of shipboard electronics or communications installation experience, with at least 5 years in a supervisory or lead technician capacity.
  • Demonstrated experience with VHF/UHF communications systems, CANES, TTWCS, and BFTT installations aboard U.S. Navy or USCG vessels.
  • Proficiency in blueprint reading, cable management, routing, and termination of power and signal lines.
  • Strong working knowledge of USCG technical documentation, WAF procedures, QA/OQE documentation, and shipboard safety programs.
  • Able to obtain and maintain Public Trust.
  • Excellent communication and leadership skills; ability to liaise between subcontractor personnel, prime contractor (SRC), and government representatives.

Preferred Qualifications:
  • Prior experience as a Site Supervisor or Team Lead for Coast Guard or Navy modernization programs (TTWCS, CANES, SCORP, BFTT, etc.).
  • Familiarity with USCG C5ISC documentation and CDRL processes.
  • Experience training and mentoring technical staff in shipboard environments.
  • Proven track record of successful system turnover and government acceptance testing without discrepancies.
  • Certified and proficient in:
    • Fiber Optic Connector Installation & QA.
    • Copper Connector Fabrication.
    • Confined Space, Fire Watch, and Hot/Cold Work Supervision.
    • OSHA 10 Hour and Site Supervisor Safety Training.
