The Headquarters Department of the Army (HQDA), Office of the Deputy Chief of Staff, G4 (ODCS, G4), Enterprise Architecture (EA) - Specialized Design and Compliance Support Services requires reliable and timely Information Technology (IT) services to support ODCS, G-4 directorates and the Army-wide installations enterprise. (FRA) is a capable and technically qualified, mission-focused small business, honored to be considered for this requirement. FRA is a trusted and proven 8(a) small business (SB) through its current IT support to multiple US Army organizations.
FRA will provide specialized design services and technical analysis services for the program office supporting installation management capabilities modeling. We will provide assistance to the program office in the execution of the design and analysis services for a range of initiatives relating to ODCS, G-4 Enterprise Architecture such as;
FRA will provide experienced personnel who will work with the ODCS, G-4 Portfolio Management & Architecture Division to assist in the Government's compliance with Federal, DoD, and Army guidance, methodologies, initiatives, and models to develop its functional domains.

- Design and production of technical and business analysis products.
- Draft substantive narrative for transformation initiatives.
- Render technical illustrations for architecture scenarios.
- Technical Modeling.
- Data Modeling and Analysis.
- Compliance Support.
- Develop detailed recommendations for enhancing the existing architecture.
- Include actionable steps for modernization, cloud migration, and the implementation of DevSecOps practices.
- Provide analytical reports that outline the rationale and expected benefits of each recommendation.
- Provide clear and well-documented deliverables for all enterprise architecture design and analysis work.
- Deliverables will include analytical reports, architectural diagrams, narratives, outline/document process and actionable recommendations.
- Ensure that each deliverable contributes to the overall modernization and optimization goals.
FRA will provide experienced personnel who will work with the ODCS, G-4 Portfolio Management & Architecture Division to assist in the Government's compliance with Federal, DoD, and Army guidance, methodologies, initiatives, and models to develop its functional domains.
Responsibilities
- Perform architecture analysis activities for installation management capabilities and generate the required models and documentation report for each.
- Support developing/incorporating business architecture content into IE&E Domain Capability Needs Statement (CNS) within the established time-frame.
- Assist the Government in completing the enterprise architecture taskings detailed in the annual Portfolio Review (PfR) and Investment Decision Memorandum (IDM).
- Collaborate closely with Government teams, offering hands-on assistance to achieve strategic business and IT objectives.
- Develop and implement specific strategic plans and solution options in line with the Army Business Enterprise Architecture (ABEA) Business and IT Strategy.
- Deliver expert guidance and hands-on support for Enterprise Architecture tasks, including Business Process Reengineering (BPR), system analyses, and the creation of Briefing Charts as required.
- Actively represent DCS G-4 Enterprise Architecture interests in meetings with the Army Office of Chief Information Officer (OCIO), ensuring proactive engagement and implementation of strategic initiatives.
- Knowledgeable in Compliance Guidance and compliance assertions, to support annual statutory compliance requirements for all systems within the Installation Management portfolio.
- Provide input into the Contractor Monthly Status Report (MSR), as needed.
- Ad hoc On-Site support may be required by the government as needed for projects, meetings, and other special requirements.
Qualifications
- Bachelor's Degree in Computer Science, Information Systems, or a related field.
- Minimum five (5) years of experience in enterprise architecture, capability analysis, and DoDAF modeling.
- Currently holds or must have previously held a Public Trust Clearance.
- Proficiency in capability mapping and analysis, tailored for government data sources.
- Strong analytical and problem-solving skills with the ability to extract meaningful insights from government data.
- Knowledge of architecture modeling tools and techniques to communicate findings and recommendations effectively to government stakeholders.
- Strong communication skills with the ability to collaborate in a small team setting, adjust as government priorities shift, and contribute to everyday tasks (e.g., meeting minutes, setting up meetings with stakeholders, etc.).
- Ability to provide Ad hoc On-Site support as required by the government as needed for projects, meetings, and other special requirements.
