The referenced pay range is based on JHU APL’s good faith belief at the time of posting. Actual compensation may vary based on factors such as geographic location, work experience, market conditions, education/training and skill level with consideration for internal parity. For salaried employees scheduled to work less than 40 hours per week, annual salary will be prorated based on the number of hours worked. APL may offer bonuses or other forms of compensation per internal policy and/or contractual designation. Additional compensation may be provided in the form of a sign-on bonus, relocation benefits, locality allowance or discretionary payments for exceptional performance. APL provides eligible staff with a comprehensive benefits package including retirement plans, paid time off, medical, dental, vision, life insurance, short-term disability, long-term disability, flexible spending accounts, education assistance, and training and development. We are seeking a Facility Administrator (FA) with an excellent work ethic and organization skills to help us maintain compliance with the National Industrial Security Program Operating Manual (NISPOM), Risk Management Framework (RMF), and the Defense Counterintelligence and Security Agency (DCSA) regulations for the sector’s authorized closed areas and secure rooms. The FA works closely with Information Systems Security Officers, System Administrators, Designated Security Representative, closed area users and others to maintain a secure, usable, and positive classified facility experience.
As a Facility Administrator you will...
- Oversee the facilities on a weekly basis including but not limited to verifying that information systems, hardware, media, and documentation are functioning properly, present, untampered with, and accurately marked, end-of- day checklists, door sheets, and required logs are complete and up-to-date, physical security mechanisms are in working order, physical floor plans remain accurate, and the general physical integrity of the facility.
- Uphold situational awareness and conduct analysis of all technical programs, tasks, and staff using the facilities and what information systems, capabilities and functionality they require and communicating analysis results. Maintain a working knowledge of Department of Defense (DoD) and Defense Counterintelligence and Security Agency (DCSA) information systems, security procedures including APL-specific policies, procedures, and training. Prepare and update required computing systems analysis, information systems and security documentation including DCSA Form 147, UL Certificate, Access List, Emergency Evacuation and Destruction Plan, Visitor Logs, Security POC List, and other related paperwork.
- Work with the Information System Security Officer (ISSO) to develop knowledge and gain experience with the National Industrial Security Program Operating Manual (NISPOM), Risk Management Framework (RMF) implementation, Defense Counterintelligence and Security Agency (DCSA) Assessment and Authorization Process Manual (DAAPM), and Security Technical Implementation Guides (STIGs) practices and procedures, and becoming familiar with Enterprise Mission Assurance Support Service (eMASS).
- Develop and update written Standard Operating Procedures (SOP) for the protection of all classified material and processes within assigned facilities.
- Assist APL and AOS security in conducting security compliance reviews, including the annual In-House Review and DCSA Assessment for assigned facilities.
- Ensure all visitors to the Closed Area are properly escorted, and a sanitization of the area occurs to ensure visitors have no visual access to classified material.
- Perform periodic inventory of computers, servers, and network equipment.
- Responsible for security education to all staff within the Closed Area when access is first granted and on an annual refresher basis.

- Have a Bachelor’s Degree in Management Information Systems or field related to the duties above. In lieu of a degree, an additional 4 years of related experience will be accepted.
- 2 years of experience relevant to the duties outlined above.
- Possess solid understanding of NISPOM and DoW Policy such as STIGs as well as RMF Controls.
- Have experience working in a classified environment, including familiarity with classified facilities, safes, PCs, laptops, mobile devices, and other types of equipment.
- Have experience drafting and following Standard Operating Procedures for handling and transporting classified material and information systems.
- Capable of providing strong analysis and follow-through to provide recommendations on security related procedures and resolution of security issues.
- Self-motivated and able to proceed on own initiative with willingness to support a variety of programs/tasking as part of a team or as an individual.
- Demonstrate skills in the use of the full MS Office suite (Word, Excel, PowerPoint, and Visio).
- Have good interpersonal skills and outstanding organizational/communications skills (both oral and written).
- Ability to effectively work with all levels of staff, contractors and sponsors in both classified and unclassified areas.
- Are able to obtain Interim Secret level security clearance by your start date and can ultimately obtain Top Secret level clearance. If selected, you will be subject to a government security clearance investigation and must meet the requirements for access to classified information.

- Have experience working with classified information systems and classified facilities.
- Hold an active Top Secret clearance.
- Have experience in the development and implementation of security related training programs.

- Possess professional security certifications such as CompTIA Security+ or CDSE course work.
- Have knowledge and experience with Intelligence Community Special Security Processes and procedures.
