Job Summary
We are seeking a Contract Administrator to join our Chantilly, VA team. At River Hawk, you’ll have the chance to address diverse business challenges, provide solutions to our clients. You will play a key role in developing, testing and maintaining software applications. You will work closely with senior developers, product managers, stakeholders, and other members to enhance and optimize our existing systems. Key Responsibilities
• Provide contract-related support through all phases of contract execution (pre-award, award, administration, and pre-closeout).
• Drafts, edits, reviews, and maintains all contractual documentation for government review, approval, and signature as well as provide recommendations on contract matters to government personnel.
• Collect and analyze relevant market information from government and non-government sources and make recommendations and prepare market research reports.
• Make recommendations regarding cash flow of acquisitions, contract types that meet all statutory requirements, appropriate contracting methods based on customer requirements, and appropriate method of publicizing procurements.
• Construct contract incentives that meet required policy while incentivizing positive Basic Order Agreement (BOA) Contractor performance.
• Draft source selection criteria using best value, lowest price technically acceptable or other methods for contracts awarded.
• Draft pre and post award debriefs for unsuccessful offerors.
• Support pre and post award protests in accordance with the FARNAM requirements.
• Assist in preparing and conducting negotiations of all elements of a potential contract or solicitation.
• Prepare and submit expired contracts into the closeout process.
• Support and document contract terminations including calculating contract termination final contract price.
• Identify indicators of fraud or other legal offenses.
• Analyze, recommend, document validity of claims, and resolve contract issues with CO approval.
• Support and document delivery and acceptance of goods and/or services in accordance with the contract to government personnel.
• Provide general office management support.
• Maintain hard and soft copies of original contract files.
• Assist in contract invoice process.
Qualifications
• Bachelor's Degree in any discipline.
• Senior: 10 years of experience or 5 years with NRO.
• Mid: 5 years of experience or 3 years with NRO.
• Comprehensive understanding and working knowledge of OC policy documents and Office of Contract Administrative Notices (OCAN), NRO Acquisition Manuel and Federal Acquisition Regulation.
• Proficiency in Microsoft Office products and standard computer applications.
