The Evolved Sea Sparrow Missile (ESSM) program is seeking a highly motivated self-starter with both proposal generation and cross functional leadership experience to manage all aspects of NBI and proposal activity. As the Proposal Manager, you will lead ESSM proposal teams from pe-solicitation through proposal development and contract award. ESSM proposal efforts annually range from $1B to $3B depending on Production year proposal efforts.

In addition you will manage all aspects of proposal development, including strategy, schedules, budgeting, and coordination with internal teams and customers. You will ensure a clear definition of proposal requirements in accordance with FARs part 12 and 15, and in collaboration with United States Government (USG) entities, conduct and oversee fact-finding missions, Requests for Information (RFI) responses, Rough Orders of Magnitude (ROMs), Requests for Proposals (RFPs), negotiations, and the sweep processes. This role necessitates close coordination with key stakeholders including Pricing and Estimating, the ESSM Program Management Office (PMO), Program Finance Services (PFS), Pricing and Contracts. You will train and support the Program Teams in relevant processes and tools.

The ESSM program is complex and highly visible with Raytheon, the United States Navy (USN), and International Navies, and it will be critical for this candidate to have the qualifications to enable them to hit the ground running to ensure maximum continuity with these activities.

**This is an onsite position located at our Tucson, AZ facility.

**Relocation is NOT available currently.

What You Will Do:
  • The Proposal Manager will lead ESSM Proposal Management and NBI Investment strategy and execution from pre-RFP stages through contract award, by managing all aspects of proposal development including plans, schedules, budgeting, and coordination with internal teams and customers to ensure timely and compliant submittals.
  • Lead cross functional teams to develop and execute proposal strategies for US and International customer requirements.
  • Ensure that proposals developed and delivered to customers are compliant with requirements and RTX Policies.
  • Ensure clear definition of proposal requirements in collaboration with the international navies and NAVSEA02, conduct and oversee fact-finding missions, RFI responses, negotiations, and final sweep processes, train proposal teams in relevant processes and tools
  • Develop proposal compliance matrix to ensure proposal compliance across RTX policies and as well as FAR/DFAR requirements
  • Develop the proposal plan, schedule, outline, and resource plan to support all program proposals
  • Ensure timely, effective proposal kickoffs, color teams, peer reviews, and leadership reviews
  • Communicate proposal requirements and status to senior management
  • Conduct After Action Review (AAR) following completion of proposal submittal to identify and document lessons learned and best practices
  • Ability to travel Domestically and Internationally, as needed.

Qualifications You Must Have:
  • Typically requires a University Degree or equivalent experience and a minimum of 10 years prior relevant experience, or An Advanced Degree in a related field and a minimum of 7 years' experience
  • Prior program/project management experience
  • Prior experience leading and managing
  • Prior experience working cross functionally ( i.e.: Engineering, Operations, Finance, Supply Chain etc .)
  • Prior experience working with customers internally and externally as well suppliers (Domestically and Internationally)


Qualifications We Prefer:
  • Program/Project Management Level 5 or equivalent (or ability to obtain certification within a year).
  • Proven success creating and maintaining strong relationships with domestic and international customers and suppliers, and internal peers.
  • Experience working with Navy or government programs with direct customer interfaces, both internal and external.
  • Demonstrated ability to work across functional disciplines, manage varied tasks, requirements and commitments and interface successfully with numerous stakeholders.
  • Ability to thrive in an innovative environment to maximize profitability by identifying best practices in program execution.
  • Ensure customer performance feedback and actions/requests are responded to in a timely, comprehensive, and accurate manner.
  • Working knowledge of metrics and demonstrated ability to forecast and manage financials.
  • Experience with NBI.
  • Leadership experience using Lean/Agile methods to enable the development of capabilities in an iterative fashion, while conforming to traditional requirements and systems development milestones.
  • Proficiency in Microsoft Office Suite (Outlook, Excel, Word, Project, PowerPoint).
  • Experience working within TEAMS and SharePoint environments

The salary range for this role is 124,000 USD - 250,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.
