BTS Software Solutions is seeking a hybrid Junior Contracts Administratorto support company operations in Columbia, Maryland.

The Contracts Administrator will be responsible for supporting the full contract lifecycle for U.S. Government subcontracts and related agreements, including Non-Disclosure Agreements (NDAs), Teaming Agreements (TAs), and Subcontract Agreements under prime government contracts. This role ensures compliance with Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and company policies. The Contracts Administrator will coordinate closely with finance, security, program management, and proposal teams to facilitate contract execution, risk mitigation, and ongoing compliance. This position is key to supporting subcontractor onboarding, data calls, and ensuring accurate documentation for government audits and reporting.

Minimum Requirements:

  • Contract Drafting & Review: Draft, review, and negotiate various agreements, including subcontract agreements, NDAs, TAs, consulting agreements, and modifications in compliance with FAR/DFARS requirements.
  • Subcontracts Administration: Administer and manage the lifecycle of Government subcontracts-including award, modifications, closeout, and ongoing compliance with flow-down clauses and reporting requirements.
  • Proposal & Data Call Support: Support proposal teams by coordinating subcontractor data calls, collecting reps & certs, pricing data, and other documentation required under Government solicitations (RFPs/RFIs).
  • Compliance Monitoring: Ensure all agreements and actions are compliant with FAR, DFARS, and internal policies. Identify and escalate any compliance or contractual risk issues.
  • Contract Tracking & Management: Maintain accurate records of all contract and subcontract agreements, modifications, and related documentation.
  • NDAs & TAs: Manage intake, drafting, and tracking of NDAs and TAs with partners for Government proposals and capture activities.
  • Contract Negotiation: Support and facilitate negotiations with vendors, clients, and other parties involved in contracts, in coordination with the Contracts Specialist and leadership.
  • Contract Administration: Maintain and track all executed contracts and modifications to ensure proper documentation and compliance with terms.
  • Risk Assessment: Identify contract risks and provide recommendations for mitigation strategies.
  • Internal Coordination: Collaborate with legal, finance, program, and capture teams to support compliant contract execution.
  • Audit Readiness: Assist with preparation for internal or Government audits and reviews (e.g., CPSR, DCMA, DCAA), ensuring contract files and documentation are accurate and up to date.

Education and Experience:
  • Education: Associate's degree or some college required. Bachelor's degree in Business Administration, Government Contracts, Legal Studies, or related field preferred. Equivalent combinations of education and additional relevant experience may be considered in lieu of a degree.
  • Experience: 5+ years of experience in Government contract or subcontract administration, preferably with a federal contractor. Hands-on experience supporting FAR/DFARS-based agreements, proposal efforts, and compliance programs. Candidates with additional directly related experience may be considered in place of the preferred educational credentials.
  • Skills:
    • Solid understanding of U.S. Government contracting rules and regulations (FAR, DFARS, flow-downs, clauses).
    • Ability to interpret RFPs, contract terms, and compliance requirements
    • Familiarity with subcontractor onboarding and data call processes
    • Strong communication, negotiation, and organizational skills
    • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).
    • Familiarity with AI software (e.g., AwardedAI, ChatGPT, ) is a plus.
    • Attention to detail and strong organizational skills.
    • Ability to manage multiple projects and meet deadlines.

Working Conditions
  • Full-time salaried exempt
  • Hybrid work environment - Typically 2 days per week in the Columbia, MD office, with additional flexibility for onsite meetings or team activities as required

Pay Range: $79,000 - $93,000 full Salary range lowest to highest across locations
