Job Description

HII-Mission Technologies is currently seeking a Manager Industrial Security 3 at the Joint Integrated Test and Training Center - Nellis (JITTC-N), Nellis, AFB, NV to support physical, construction, and personnel security for JITTC-N operations at various security levels up to and including TS/SCI and TS/SAR.

This position manages a team that provides on-site M&S support to establish and deliver high-end Advanced Tactics, Training, and Test capability for Government personnel operating under USAFWC/AA; Provide mission execution and support to broad range of JITTC-N simulator activities and JSE. This position will perform management responsibilities, as required, by company leadership. This role is not eligible for remote or hybrid work and is executed on-site.

Responsibilities include: Management oversight of related functional areas. Responsible for managing department personnel, planning, risk management, and project performance addressing schedule, and technical quality. Regularly requires analysis of alternative courses of action. Decisions have risk/reward implications for program or area of influence. Exerts influence in the development of overall objectives and long-range goals of the organization. Erroneous decisions or recommendations would normally result in critical delays and modifications to projects or operations; cause substantial expenditure of additional time, human resources, and funds; jeopardize future business activity. Frequent contact with equivalent level managers and customer representatives concerning projects, operational decisions, scheduling requirements, or contractual clarifications. Conducts briefings and technical meetings for internal and external representatives.

What You Will Do

  • Develops, and administers security programs and procedures for classified or proprietary materials, documents, and equipment.
  • Studies and implements federal security regulations that apply to company operations.
  • Obtains rulings, interpretations, and acceptable deviations for compliance with regulations from government agencies.
  • Prepares manuals outlining regulations, and establishes procedures for handling, storing, and keeping records, and for granting personnel and visitors access to restricted records and materials.
  • Conducts security education classes and security compliance audits. Investigates security violations and prepares reports specifying preventive action to be taken.

  • Prepares and maintains facility accreditation paperwork, to include Concept Validation, Fixed Facility Checklist (FFC), Security Operating Procedures, etc. for all SCIF/SAPF or controlled/open storage areas.
  • Provides support and expertise for all aspects of construction security of JITTC-N SCIF/SAPFs to include development of Construction Security Plans (CSP), interfacing and coordinating with designated SSO, conducting security inspections IAW the CSP, establishing and ensuring procedures to control construction site access are implemented, and ensuring compliance with all ICD/ICS 705 requirements during all phases of construction or facility modifications.
  • Develops unit level program requirements identical to established standard operating procedures provided higher-level organizations.
  • Plans, organizes and directs activities of the collateral security program. Review, analyze and resolve difficult and complex problems related to secure systems, policies and procedures for unit vaults and work areas.
  • Establishes policies and procedures for accomplishment of special access functions.
  • Evaluates compliance of vault/SCIF activities with security requirements, identify deficiencies and analyze major problems and mission vulnerabilities.


What You Must Have

  • 8 years relevant progressive experience with Bachelors in related field; or 6 years relevant progressive experience with Masters in related field.
  • Strong working knowledge of JADE and DISS applications.
  • Strong working knowledge of industrial security program.
  • Strong working knowledge of SCIF operations.
  • Strong working knowledge of access control.
  • Strong working knowledge of S/SAP or TS/SAP facility accreditation.
  • Strong working knowledge of ICD/ICS 705 requirements.
  • Current or active DoD TS/SCI DoD clearance within past 24 months.
  • Ability to obtain and maintain a DoD Top Secret/SCI SAP/SAR security clearance.


Preferred Requirements

  • Previous PKI access and utilization of JPAS
  • 10+ years relevant progressive experience
  • 10+ years experience working in US Military environment as active duty, guard, reserve, civilian or in a contractor position
  • Experience preparing and maintaining facility accreditation documentation for SCIF/SAPF and controlled areas, to include: Concept Validation, FFC, and Security Operating Procedures.
  • Experience providing security expertise and support for construction projects, developing Construction Security Plans (CSP), coordinating with designated SSOs


Physical Requirements

Office and industrial, capable of climbing ladders and tolerating confined spaces and extreme temperature variances. Lifting and moving materials may be required. Ability to lift and carry up to 50 pounds occasionally and/or up to 25 pounds frequently.
