Overview
Act as the AS Expert for NGA/ IPA/AS. This position requires strong communication skills and an in-depth understanding of GEOINT analysis methods and the Scaled Agile Framework (SAFe) construct. The position will require working closely with analysts, various programs of record, and senior government officials. The contractor shall propose either the Lead Systems Engineer or Lead Systems Integrator as the AS EMERALD Contractor Program Manager and/or Deputy Program Manager. The AS EMERALD Contractor Program Manager will have sole accountability to the AS government program manager for all activities under this SOW and must have close coordination with all senior government officials, which may include foreign dignitaries. Position will require significant time spent at NCE.

Responsibilities
- Provide expertise and advisory support to NGA seniors and program managers on the Analytic Services Project (AS) under Analysis Integrated Program Office (IPA).
- Assist the government program manager with oversight on project integration, testing, interoperability, analysis and associated infrastructures.
- Maintain up-to-date status and progress of all programs and projects, through periodic and formal reviews as well as informal meetings; technical exchanges and reporting.
- Track performance progress; report and coordinate measures for additional operational, resource, and financial planning activities.
- Maintain the AS roadmap following NGA prescribed policies.
- Conduct briefings and Technical Exchange Meetings (TEMs), and events.
- Conduct analysis and risk assessments on ASC development activities.
- Prepare and submit detailed minutes, notes regarding TEMs, reviews and milestone events.
- Prepare and submit documents, briefs required for NGA reviews and readiness events.
- Create and modify documentation to support program milestones.
- Provide comprehensive program and contract management support to include requirements analysis, acquisition strategy development, technical planning, risk assessment/decision support, and organization assessments and recommendations.
- Provide general and tailored expertise to support and assess systems engineering and systems integration tasks.
- Provide development and design performance and progress assessments and recommendations.
- Support AS IV&V activities.
- Assess the availability and applicability of new and emerging technology and how it can be applied to AS and the NSG.
- Review the systems engineering processes and evaluate technology options and utilization opportunities.
- Monitor and report on contract performance, including support in the areas of earned value management, integrated baseline reviews and program status reviews, and technical exchanges.
- Assist in defining requirements, assist in developing and preparing acquisition strategies, in accordance with stated policies, and procedures.
- Conduct Analysis of Alternatives (AoA) of proposed operational and technical solutions.
- Develop Program Office responses to mission impacts, acquisition cycles, improvement processes, and resource utilization.
- Prepare independent technical white papers, as necessary to provide ASC government program with additional guidance, insight, or highlight potential problems with current program.
- Work closely with DoD and mission partners to define future architectures and assess internal and external needs to develop potential capabilities to meet the customer's enterprise architecture.
- Ensure the approved architecture is defined, developed and captured at the enterprise level.
- Support planning, programming, budgeting relating the architecture and engineering to budget execution and POM.
- Ensure that all mission needs are documented, coordinated, and translated into Enterprise capabilities, CONOPS, and architectures.
- Advise the Program Manager (PM) throughout the program life-cycle on cost, schedule, risk and performance issues.
- Support the formation of various integrated product teams.
- Attend various integrated product team technical exchange and program staff meetings.
- Provide expertise and support in developing, defend and promote Program Objective Memorandum (POM) submission for Analytic Services project.
- Provide expertise and support in developing budget submittals to NGA Financial Management Directorate.
- Provide expertise and support in writing and defending budget inputs for Congressional Justification submittals.
- Coordinate and synchronize spend plans across multiple projects/efforts with the Chief Information Officer (CIO)-Information Technology (IT) Directorate.
- Assist in writing and defending Overseas Contingency Operations Funds and Analytic Services Division's unfunded requirements.
- Assist AS government program managers with preparing support documentation to include funding documents to obligate funds, Support Agreements, Interagency agreements, Statement of Work/Objectives, Independent Government Estimates, Determinations and Findings, Justifications and Approvals, and Request for Procurement Services.
- Assist the PMO with coordination, writing and evaluation of programmatic proposal documents, write technical SOW of contractor proposals, provide technical assessment of ROMs for potential new scope and ensure the PM has the latest execution plan for the next phase of program.
- Assist government program managers in providing answers/input on funding from NGA, OUSD(I), DNI and Congress.
- Analyze and review contract CPR/CFSR data and provide recommendation to improve and resolve findings.

- Demonstrated specialized experience with NGA, DoD, or other IC Agencies acquisition processes and procedures.
- Demonstrated specialized experience in program/project management.
- ACTIVE TS/SCI
Desired Qualifications
- Master's Degree in a business or engineering related field.
- Demonstrated understanding related to the execution of NGA's role in strategic and tactical efforts to integrate ASC capabilities into the NSG architecture including Coalition partners.
- Demonstrated knowledge of NGA Process and tools, to include System Engineering, Acquisition, Configuration Management, Readiness and Security.
- Demonstrated familiarity and practical application with NGA budgeting and financial processes and tools
- Demonstrated focused experience of ABI and a firm understanding of its four pillars.
- Demonstrated familiarity with multi-INT data fusion.
- Demonstrated knowledge of cloud system architecture.
- Demonstrated understanding analytic modeling, big data analytics, alerting and data visualization.
- Demonstrated specialized experience in applying systems engineering processes, particularly requirements analysis, interface definition, or detailed implementation planning of large complex systems or enterprises and enterprise-wide interoperability.
- Demonstrated specialized experience with program integration, scheduling, requirements and configuration management, risk management, metrics development and analysis, Earned Value Management, verification and validation test activities and commissioning, turnover and acceptance activities.
- Demonstrated specialized experience with managing and supporting Activity Based Intelligence (ABI)/Structure Observation Management (SOM) programs.
- Demonstrated understanding of geospatial intelligence mission and its contributions to the IC.
- Demonstrated understanding of DoD Services missions and structure as related to GEOINT.
