Firebird AST is seeking an onsite TS/SCI cleared Program Manager/OSINT Technical Lead in Washington, D.C. to the Department of Homeland Security. The ideal candidate will bring expertise in Open Source Intelligence (OSINT) and technical program management. Pending contract; estimated contract award is January 2026.

RESPONSIBILITIES
- Maintain and develop a portfolio of operational/tactical open source intelligence (OSINT) and intelligence watch personnel to support current and emergent threats within a 24/7/365 operations center focusing on collection, reporting, and dissemination of timely, relevant, and actionable intelligence.
- Manage, train, and develop a team of skilled, tech-savvy intelligence support personnel, including but not limited to work plans, duties, schedules, coverage, equipment.
- Establish and/or adhere to established standard operating procedures (SOPs), OSINT workflows, intelligence watch support functions, and deliverables.
- Maintain activity logs for proper tracking, processing, and resource allocation, making information readily available as needed in order to support requests for information (RFIs) and provide status updates as needed.
- Manage the identification, distribution, and prioritization of tasks in accordance with established workflows while adjusting as appropriate to meet objectives according to SOPs to ensure timely completion of assigned tasks.
- Maintain engagement with assigned office personnel, including contract staff, management, and I&A leadership and be available for meetings, trainings, outreach/development, etc.
- Provide a weekly activity report detailing the activities provided by the task order staff, to include projects supported and work schedules, for the previous month.
REQUIRED
- 8+ years of Intelligence Community experience; DHS intelligence analysis experience preferred.
- 8+ years experience working on intelligence services contracts/task orders involving contractor personnel support.
- Knowledge of multiple open source areas, including surface, deep, and dark web.
- Knowledge of multiple collection techniques or approaches.
- Knowledge of developing a collection plan and dissemination practices.
- Knowledge of DHS and I&A intelligence authorities, DHS component missions, I&A intelligence research and analysis, and the role of I&A in supporting the DHS intelligence Enterprise.
- Experience working with Microsoft Office suite, DHS, open source, and IC data systems.
- Active DoD Top Secret/SCI

- Ability to read, analyze, and interpret technical journals, reports, policy, legal documents, etc.
- Ability to prepare reports and presentations to company management and customers.
- Demonstrated leadership ability, strategic and innovative thinker, and passion for the mission.

- Excellent organization and time management skills.
EDUCATION
- Bachelors degree or higher in International Studies, Intelligence, Homeland Security, Criminal Justice or other related concentration.
