Responsibilities:
- Allocate resources (staffing, facilities, and budgets) on the contract
- Ensure cross-discipline integration within the contract to meet Government needs
- Support the project team by handling escalated issues, facilitating meetings with Government stakeholders, and reviewing work products
- Work with the PMO, if applicable, to provide effective and efficient management of the contractor's effort
- Prepare and deliver contract deliverables such as the Monthly Status Reports, Award-Fee Self-Assessments, and CPSAs
- Review risk and risk mitigation activities and allocate budgets for the same
- Prepare program status reviews and other formal reviews to be presented to the Government PM
- Facilitate/lead meetings with Government PM or other stakeholders, including setting agendas, managing action items, etc.
- Ensure the timely recruitment and training of program staff - both direct and indirect
- Review all financial and technical reports before release to the Government
- Track and submit all team members for accesses, trainings, etc. to ensure all project staff are current on requirements to deliver the work
- Communicate issues and solutions to the Government PM in a timely and transparent manner and identify solutions
- Ensure compliance with all regulatory and administrative requirements imposed by the contract in coordination with the Contractor's contracts staff
- Provide Contractor input to the Quality Assurance Surveillance Plan reviews or Award Fee reviews, as appropriate
- Serve as first-line supervisor for direct staff, including timesheet review, performance appraisals, training and development plans, etc.
Qualifications:
Required:
- Active TS/SCI Full-Scope Poly required
- 10+ years of experience in program management capturing and managing small to medium (up to $50M) programs and business portfolios
- Project Management Professional (PMP) certification active or obtained within 6 months of start date
- Extensive programmatic and technical background in both Government and commercial markets
- Extensive knowledge of Department of Defense (DoD) Signals Intelligence (SIGINT) mission, systems, operations and acquisition process
- Program Management experience for multi-vendor teams using LOE, Completion, and Performance Based contracts
Desired:
- 3+ years working in an Agile SDLC environment and familiarity with managing Agile projects
