Position Summary: The Program Manager (PM) provides leadership and oversight of a team supporting a 24/7 intelligence watch mission and supervises all office operations. The PM ensures timely, accurate, and actionable intelligence production for senior Department of Homeland Security (DHS) leadership and interagency partners. The PM will coordinate the workflow of intelligence watch operations, supervise personnel and office functions, manage customer deliverables, and ensure compliance with DHS and Intelligence Community (IC) standards.

Qualifications:

The PM will coordinate the workflow of intelligence watch operations, supervise personnel and office functions, manage customer deliverables, and ensure compliance with DHS and Intelligence Community (IC) standards.
Key Responsibilities
Program Oversight:
- Lead all aspects of contract execution, including staffing, performance management, reporting, and coordination of 24/7 watch operations supporting DHS missions.
- Supervise office operations to ensure efficient workflow, mission continuity, and adherence to DHS policies and procedures.
Operational Management:
- Oversee workflows, intelligence production, and quality assurance for all watch stander outputs including indications and warnings, incident reports, and situational awareness updates.
- Ensure smooth office operations by managing schedules, shift coverage, and resource allocation.
Standardization and Best Practices:
- Develop, implement, and maintain Standard Operating Procedures (SOPs), best practices, and training materials to ensure consistent, high-quality analytic and operational output across all shifts and teams.
- Maintain office standards and processes to support team performance and operational readiness.
Intelligence Integration:
- Direct exploitation of multiple intelligence disciplines (HUMINT, SIGINT, OSINT, GEOINT) to produce integrated, all-source assessments that inform DHS decision-making and policy formulation.
- Ensure the office facilitates seamless collaboration and intelligence sharing across all analytic disciplines.
Interagency Coordination:
- Serve as the primary liaison between DHS components, the National Operations Center (NOC), and interagency intelligence and law enforcement counterparts.
- Represent the program and office at secure video teleconferences, working groups, and coordination meetings.
Product Development and Delivery:
- Provide oversight and final review of all daily and ad hoc intelligence briefings, reports, and notifications for DHS leadership, including the Secretary and Deputy Secretary.
- Supervise office production to ensure all deliverables meet IC analytic tradecraft standards, customer requirements, and timelines.
Leadership and Mentorship:
- Supervise and mentor a team of intelligence professionals, fostering professional development and ensuring mission continuity across rotating shifts.
- Provide guidance, performance feedback, counseling, and career development support for watch standers, analysts, and office staff.
Stakeholder Engagement:
- Ensure timely dissemination of intelligence to senior DHS leadership, state, local, tribal, and private sector partners.
- Oversee office coordination with the NOC and other partner organizations on strategic briefings and incident response activities.
Quality Assurance and Continuous Improvement:
- Establish and enforce quality control processes for all analytic products and reporting.
- Identify operational and office workflow gaps and lead initiatives to enhance team performance, responsiveness, and customer satisfaction.
Qualifications:
- Bachelor's degree in Intelligence Studies, National Security, or a related field (Master's preferred).
- 8-10+ years of experience in all-source intelligence or operations center management; prior DHS or IC experience strongly preferred.
- Experience managing 24/7 watch operations, supervising multidisciplinary intelligence teams, and overseeing office operations.
- Demonstrated ability to lead coordination across federal, state, local, and interagency environments.
- Strong understanding of DHS intelligence processes, analytic tradecraft, and intelligence reporting standards.
- Excellent communication, leadership, and decision-making skills.
- Active TS/SCI clearance required.
