Description

The Johns Hopkins University Applied Physics Laboratory (APL) is seeking a Section Supervisor for In-House Construction within the Facilities Design and Construction (FDC) Group. APL, the nation’s largest university-affiliated research center, provides innovative solutions and trusted technical expertise to U.S. government agencies in support of national priorities and technology development programs.

Reporting to the Assistant Group Supervisor of FDC, the Section Supervisor will supervise an in-house construction team responsible for small renovations, tenant fit-ups, and related projects. The section includes skilled trades such as plumbers, carpenters, and electricians. The supervisor will manage, mentor, and develop a team of approximately 10–12 staff with various backgrounds and experience levels.

The successful candidate will define expectations, implement policies and procedures, provide performance coaching, and foster professional growth among team members. This role requires collaboration with other Section Supervisors and Laboratory leadership to promote operational excellence, efficiency, and cross-enterprise teamwork.

Operational Competencies

  • Ensure the section has the appropriate resources, facilities, and tools to meet its mission
  • Oversee execution of in-house construction projects in compliance with APL’s Building Code Compliance and Assurance Manual
  • Manage all project phases to ensure integration, coordination, and alignment with established goals, schedules, and performance criteria
  • Conduct regular project reviews and progress analyses to assess milestones, identify delays, and implement corrective actions as needed
  • Review and approve project progress, budget adjustments, and contract modifications
  • Manage and approve staff timecards


Organizational Competencies

  • Foster a culture of curiosity, collaboration and innovation
  • Prepare personnel requisitions, interview and hire candidates, and ensure effective knowledge transfer within and beyond the section
  • Maintain proper staffing levels and align personnel to meet organizational priorities
  • Collaborate across the Department and Laboratory to promote partnerships and operational efficiency
  • Lead and implement section-level operational transformation initiatives


Staff Development

  • Provide performance coaching and career development support for section staff
  • Inspire and empower employees to uphold a culture of excellence, problem-solving, and continuous improvement
  • Ensure staff receive necessary training, feedback, and resources to meet current and emerging mission needs
  • Identify and develop high-potential staff for future leadership opportunities


Working Conditions

  • Standard schedule: 6:00 a.m.–2:30 p.m., with flexibility for extended hours or weekend work during peak periods or outages
  • May require the use of personal protective equipment (PPE) and outdoor work in various weather conditions
  • Work may involve ladders, scaffolding, roofs, and confined spaces; ability to lift up to 50 pounds required
  • Assist other trades as needed
  • Regularly scheduled EPA and OSHA/MOSH safety certifications required (PPE, fall protection, confined space, lockout/tagout, forklifts, etc.), as well as a periodic occupational physical
  • Routinely operate APL vehicles and industrial equipment, use personal protective equipment, outside work during inclement weather conditions, and overtime may be required

Qualifications

You meet our minimum qualifications for the job if you…

  • Bachelor’s degree in Engineering, Architecture, Project Management, or Construction Management, and six or more years of progressive construction experience with knowledge of applicable building codes (experience may substitute for education)
  • Five years of experience in a commercial, higher education, government, or healthcare construction environment
  • Five years of experience leading small-scale projects, including developing work assignments and managing construction activities
  • Five years of experience supervising and developing staff
  • Demonstrated experience in estimating, budgeting, planning, and resource management, including participation in strategic and capital planning
  • Strong decision-making, communication, and collaboration skills, with the ability to build consensus and drive results
  • Valid driver’s license and ability to pass a motor vehicle record review
  • Are able to obtain Secret level security clearance. If selected, you will be subject to a government security clearance investigation and must meet the requirements for access to classified information. Eligibility requirements include U.S. citizenship.

The referenced pay range is based on JHU APL’s good faith belief at the time of posting. Actual compensation may vary based on factors such as geographic location, work experience, market conditions, education/training and skill level with consideration for internal parity. For salaried employees scheduled to work less than 40 hours per week, annual salary will be prorated based on the number of hours worked. APL may offer bonuses or other forms of compensation per internal policy and/or contractual designation. Additional compensation may be provided in the form of a sign-on bonus, relocation benefits, locality allowance or discretionary payments for exceptional performance. APL provides eligible staff with a comprehensive benefits package including retirement plans, paid time off, medical, dental, vision, life insurance, short-term disability, long-term disability, flexible spending accounts, education assistance, and training and development.
