The DTS Travel Analyst will provide professional and operational support for daily Travel Support Services at Dam Neck, assisting NSWCDD with travel administration and compliance. This role involves managing travel authorizations, ensuring adherence to government travel policies, analyzing travel data, and improving travel management processes.
Responsibilities
Employee Services (Travel & Payroll):
- Provide on-site support for travel administration and payroll operations.
- Manage DTS travel authorizations and orders; review and process travel vouchers and resolve claim issues.
- Maintain employee profiles and routing lists within DTS.
- Support the Travel Charge Card Program by reviewing statements and invoices.
- Support the Transportation Incentive Program (TIP) by maintaining and reconciling logs.
- Analyze travel and payroll transactions, generate reports, and distribute results to stakeholders.
Accounting Support:
- Review and reconcile financial commitments, obligations, and expenses.
- Analyze financial transactions and reports for accuracy and compliance.
- Maintain Travel and Payroll files in accordance with policy and audit standards.
- Review DTS and ERP rejects; coordinate with appropriate points of contact for timely resolution.
- Provide transaction analysis and commentary using the Tri-Annual Review Tool.
Comptroller Department Support (Desired):
- Conduct basic financial data analysis and reporting.
- Develop process documentation and training materials for publication on the Comptroller's website.
- Document common business practices and procedures; recommend and support process improvements.
- Develop and maintain content for the Comptroller's iNAVSEA web portal.
Financial Improvement and Audit Readiness (FIAR) Support (Desired):
- Conduct policy research and internal control analysis in support of FIAR initiatives.
- Perform internal control testing and document results.
- Draft documentation for the Managers' Internal Control Program (MICP) and other control reviews.
- Prepare FIAR-related documentation and assist with process documentation and SOP development.
- Update Standard Operating Procedures (SOPs), process guides, and related materials as required.
Stakeholder Coordination:
- Interface regularly with the Lead Defense Travel Administrator (LDTA), government travelers, NSWCDD departmental points of contact, Defense Travel Management Office (DTMO), Travel Management Company (TMC), Defense Finance and Accounting Service (DFAS), and other stakeholders to ensure compliance and efficiency in all travel-related processes.
Qualifications
- Must have a current Interim Secret clearance -OR- active DoD-issued Secret clearance.
- Education/Experience:
- Associate's degree and
- A minimum of three (3) years of relevant experience in travel administration, payroll, accounting, or financial analysis.
- Demonstrated experience with the Defense Travel System (DTS), including travel authorizations, voucher review, and profile management.
- Working knowledge of Navy Enterprise Resource Planning (N-ERP) or similar ERP systems.
- Experience supporting government travel programs, payroll operations, or financial reconciliation functions.
- Strong analytical skills with the ability to interpret and reconcile financial data.
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
- Excellent written and verbal communication skills with strong attention to detail.
- Ability to work both independently and collaboratively in a fast-paced, compliance-driven environment.
- Knowledge of Financial Improvement and Audit Readiness (FIAR) or Managers' Internal Control Program (MICP) requirements is highly desirable.
