Responsibilities
- Formulate, develop, and assist in implementing the OPSEC Program Plan (OPP), including purpose, goals, requirements, roles, training, assessments, and milestones.
- Coordinate the OPP with senior leadership to ensure proper review, approval, and alignment with organizational objectives.
- Develop and maintain OPSEC documentation, including Continuity Books, authorization letters, CILs, SOPs, and meeting minutes.
- Support development of program vision, mission, and strategic goals and objectives.
- Plan and track milestones to achieve defined performance levels within established timelines.
- Collaborate internally across security, IT, contracting, and communications teams to ensure integrated OPSEC practices.
- Coordinate externally with federal agencies, law enforcement, and critical infrastructure partners to exchange threat information and strengthen joint mitigation strategies.
- Establish and advise the OPSEC Working Group (OWG) and guide directorates in developing and maintaining Critical Information Lists (CILs).
- Liaise with the National OPSEC Program (NOP) and National Counterintelligence and Security Center (NCSC) to ensure program compliance with national standards.
- Execute the six-step OPSEC cycle to analyze threats, identify critical information, assess vulnerabilities and risks, and implement effective countermeasures.
- Analyze and report on countermeasure effectiveness using Measures of Effectiveness (MOE) and Measures of Performance (MOP).
- Recommend and implement countermeasures through policy enforcement, training, and security operations.
- Develop and deliver OPSEC and Insider Threat training, education, and awareness materials; evaluate program effectiveness and compliance.
- Provide formal and informal briefings to leadership, staff, and contractors.
- Support Foreign National Access Management (FNAM) by vetting foreign nationals, reviewing background checks, and auditing access control and visitor tracking systems.
- Administer and manage daily Insider Threat Program operations, including user activity monitoring, anomaly detection, and log reviews.
- Conduct risk assessments, analyze vulnerabilities, and produce reports with recommended mitigations.
- Research and implement best practices to enhance OPSEC and Insider Threat program performance.
Qualifications
- Active Top-Secret security clearance with SCI eligibility
- Minimum of 5 years of relevant experience in Operations Security and Insider Threat.
- Experience as a practitioner of established OPSEC objectives, policies and procedures outlined in the National Security Presidential Memorandum 28 (NSPM-28), Chairman Joint Chief of Staff Instruction (CJCSI 3213.01D), Chairman Joint Chief of Staff -Joint Pub 3-13-3 and other regulations and manuals
- Experience working with National Counterintelligence and Security Center Enterprise Threat Directorate, or its predecessor the Interagency OPSEC Support Staff National OPSEC Program
- Proof of completion of OPSEC Level II Program Manager certificate (from DoD) or OPSEC Analysis and OPSEC Program Management certificates (from NCSC) and be knowledgeable of other security disciplines (information, physical, industrial, operations, and personnel, SCI).
- A combination of education, training, certification and/or experience that provides the requisite knowledge, skills and abilities.
