Position Overview
Fusion Innovation is seeking a Senior Impact & Evaluation Strategist to lead performance measurement and program evaluation efforts for a client in the U.S. Intelligence Community. This individual will shape how impact is assessed across mission-critical activities, leveraging both qualitative and quantitative methodologies to deliver actionable insights that inform strategic decision-making.
This multi-year engagement offers the opportunity to design and implement evaluations, drive stakeholder engagement—including with senior leadership—and develop recommendations that improve the effectiveness of specialized programs. Occasional international travel is required in support of client initiatives.

Duties/Responsibilities
Design and lead evaluations of strategic communications and mission-related initiatives.
Develop and implement rigorous, actionable research frameworks—including surveys, interviews, and other qualitative/quantitative tools.
Analyze diverse data sources to identify performance trends, organizational strengths, and improvement areas.
Translate findings into clear, compelling reports and presentations for senior stakeholders.
Propose and support the implementation of operational strategies informed by evaluation outcomes.
Collaborate closely with cross-functional teams and senior leaders across the Intelligence Community.
Apply domain knowledge and operational experience to tailor research methods to the mission context.
Required Skills
Active Top Secret/SCI with Polygraph.
7+ years of experience in the U.S. Intelligence Community or related fields.
Proven expertise in program evaluation, impact measurement, or strategic operations.
Strong command of both qualitative and quantitative research methods.
Experience briefing senior-level stakeholders and preparing executive-level deliverables.
Ability to think strategically and work independently in high-stakes environments.
Willingness and ability to travel internationally on occasion.
