Education: B.S. degree in a scientific, engineering or other applicable technical or analytical discipline. (Master's degree desired)

Required: As the single point of contact, the Program Manager is responsible for all programmatic matters. The TO PM provides leadership and technical direction; solves complex technical, management, and administrative problems and provides overall direction for all program activities. Experience in a supervisory capacity in planning, developing, and executing major research, engineering, and development efforts for defense organizations. Experience in establishing strong working relationships with R&D program managers as well as organization leadership; tracking task order efforts to rapidly identify and resolve potential and new problems; and identifying and resolving administrative and contractual issues related to a support services contract.
The PM directly interfaces with government management personnel including the Contracting Officer's Representative and technical cusotmers. The PM is adept at oral and written communication required at all levels of management to maintain complete control of assigned programs and projects.
Desired: Experience interfacing with Joint Staff, Services, DARPA, and warfighters to coordinate engineering and analysis needs and analytic results.

Responsibilities
- The Program Manager is responsible for the cost, schedule and technical performance of assigned program or programs.
- This includes activities related to contract performance, financials, quality assurance, risk management, communications, leadership, and business development.
- Responsible for interacting and coordinating with all levels of the organization to meet the needs of the program.
- Provides expert guidance and direction to program staff.
- Properly manages all available resources to ensure successful outcomes (i.e., sustained, profitable program augmentation).
- Follows applicable Service Delivery Models (SDMs) and contributes to their continuous improvement.
- Promotes a culture of accountability; operates with focus on achieving Key Results.
- Oversees all phases of the program lifecycle to include managing the development and delivery of the Program Management Plan (PM Plan) and program deliverables in accordance with contract terms, established quality standards, and company policy.
- Identifies and mitigates risks; monitors and manages resources.
- Procures materials IAW company policy and approves all expenditures as authorized.
- Measures and reports on program status against plan (revenue, profit, direct labor, indirect loadings, etc.).
- Achieves business metrics, revenue, and fee goals.
- Recommends new processes and leads efforts to improve existing processes to improve quality and delivery.
- Provides input into contract reviews and modifications and coordinating preparations of proposals, plans, and financial conditions of contracts.
- Generates business opportunities, expanding product/service line with existing customer.
- Leads "Intrapreneurial" growth efforts and follow-on contract recompete efforts.
- Organizes and leads the program team.
- Recruits, trains, and supervises staff in accordance with company policy.
- Establishes employee goals and conducts employee performance reviews.
- Provides career development advice.
Qualifications
- Bachelor's degree with 10+ years of management experience and experience in supporting of DARPA.
