Responsibilities
- Develops and coordinates cloud-based Information Technology strategies and oversees implementation of integrated systems across all standard cloud service models-SaaS, PaaS, IaaS, and Hybrid Cloud.
- Develops technical design, build, and implementation of AWS and Azure applications, including large-scale data processing, computationally intensive statistical modeling, and advanced analytics.
- Understands and leverages tools such as Git, Jenkins, and Harness to create and maintain continuous integration/continuous delivery (CI/CD) build and integration pipelines.
- Understands and leverages tools such as Terraform and Puppet to build and deploy Infrastructure as Code (IaC) and associated configuration settings.
- Implements Development Security Operations (DevSecOps) toolchains using code analysis tools such as Fortify Static Code Analyzer, GitLab SAST, and SonarQube.
- Understands and leverages artifact analysis tools such as JFrog Xray and WebInspect DAST.
- Participates in all aspects of the software development lifecycle for AWS and Azure solutions, including planning, requirements, development, testing, and quality assurance.
- Improves, and upgrades enterprise services, software, and hardware. Identifies, leverages, and recommends new technologies. Establishes infrastructure with required security levels.
- Understands various government architectures, business modeling practices using object-oriented UML methods, end-user requirements including publications and plans, and configuration management processes and tools.
- Performs work with a high degree of latitude. Handles the most complex issues.
- Interfaces with the user(s) and sponsor(s) and all other stakeholders to determine their evolving needs.
- Generates the highest level of system requirements, based on the user's needs and other constraints such as cost and schedule.
- Ensures this set of high-level requirements is consistent, complete, correct, and operationally defined.
- Performs cost-benefit analyses to determine whether requirements are best met by manual, software, or hardware functions, making maximum use of commercial off-the-shelf or already developed components.
- Develops partitioning algorithms (and other processes) to allocate all present and foreseeable requirements into discrete partitions such that a minimum of communications is needed among partitions and between the user and the system.
- Interfaces with the design and implementation engineers and architects so that any problems arising during design or implementation can be resolved in accordance with the fundamental design concepts, and user needs and constraints.
- May act as a lead.
Qualifications
- Bachelor's Degree with 8-10 years of demonstrable experience in the design of enterprise level cloud-based systems architectures and defining essential core design features.
- Experience identifying, qualifying, defending, and implementing new technologies.
- Experience taking users' vision and defining paths to evolve systems, while striving to maintain the integrity of that vision as the system is developed.
- Experience with frameworks and infrastructure automation.
- Experience with large-scale data architecture, data modeling, database design, and information systems implementation.
- Experience with Cloud infrastructure (AWS: EC2, VPC, Lambda, S3, EFS, ECR/ECS, Route53, IAM, RDS, Autoscaling, CloudTrail, CloudWatch).
- Experience with CI/CD and application build and deploy tools (Jenkins, Git, Artifactory, Xray, Jira, SonarCube, Terraform).
- Experience deploying and monitoring web applications within AWS and Azure Cloud Service Providers (CSPs).
Desired Qualifications:
- DHS or other federal agency experience.
- Certifications such as AWS Certified Solutions Architect, Azure Solutions Architect Expert, VMware VCP, or similar.
- Experience with compliance frameworks (e.g., NIST, FedRAMP).

- Strong analytical and problem-solving skills.
- Excellent communication and documentation abilities.
- Ability to work independently and collaboratively in a fast-paced environment.
