SGP Recruiting provides both operations and strategic support to Tribal 8(a) and commercial organizations. Our client is a family of SBA-certified Native American Tribal 8(a) and multi-certified companies delivering IT, management consulting, and general construction solutions to the Federal Government and commercial sector.

They are seeking a highly organized Personnel Security & Information Security Specialist to support the JTF-GTMO collateral and SCI Security Programs. This multifaceted role encompasses a wide range of responsibilities, ensuring the security and integrity of personnel, information, and operations. This position is a full time, onsite role. This position requires an active DoD Top Secret/SCI clearance.

This position requires work primarily at the JTF-GTMO HQ, with visitor reception and badging operations performed at the Badging Office (Building 611) and media destruction activities at the Installation Services Building (Media Destruction Center).
Clearance: DoD Top Secret/SCI clearance.

Workplace Type: Onsite. Guantanamo Bay, Cuba.

This is an exciting opportunity to be part of our client’s team supporting USSOUTHCOM efforts in Guantanamo Bay, Cuba. This role encompasses both Personnel Security and Information Security duties, including but not limited to:

Personnel Processing:
• In/out-process assigned and attached personnel, including executing non-disclosure agreements, conducting indoctrinations/initial security briefings and debriefings, and creating and updating local personnel security records/files.

Database Management:
• Establish/disestablish appropriate security relationships in the personnel security system of record (e.g., DISS, SC, etc.) and update records as required.
• Clearance Management: Process incoming and outgoing clearance certifications/visit access requests (e.g., VAR, PERMCERT, etc.) within 3 business days. Input all incoming request information into the government-approved database/repository.

Security Reporting:
• Immediately notify the government PERSEC Manager upon receipt of any derogatory, conflicting, or questionable data from security entities, counterintelligence, criminal investigations, or other sources.

Investigation Support:
• Review submitted security investigative paperwork for completeness within one business day of receipt. Initiate and submit investigations to OPM using e-QIP processes.

Report Generation:
• Prepare and maintain security clearance investigation status reports/rosters and access badge reports/rosters.

Data Integrity:
• Update the government-approved database/repository with required personnel security information (e.g., clearance data, investigation type/date, access level, etc.) for all personnel issued a JTF-GTMO security badge, including visitors, assigned, and attached personnel (visitor or picture badge).

Incident Tracking:
• Input security incident information into the personnel security system of record (e.g., DISS, SC, etc.) and track reports of incidents within one business day of receipt.

File Management:
• Create and maintain electronic and hardcopy personnel security records/files (active and inactive); destroy local files in accordance with applicable records management disposition instructions.

SCI Processing:
• Process SCI eligibility, nominations, and polygraph requests within two business days of receipt.

Foreign Travel:
• Process pre/post foreign travel forms.

Badging Operations:
• Issue security access badges in accordance with local policy and PERSEC SOPs. Conduct badge inventories. Maintain expendable badging supply inventory.

Visitor Management:
• Brief visitors on JTF-GTMO security procedures, including escort requirements, protection of classified information and CUI, and use of media and electronic devices, and prohibited items. Brief JTF-GTMO escorts on their responsibilities.

Verification Requests:
• Complete security clearance verification requests within 2 business days of receipt (e.g., clearance verification letter, DD Form 2875, etc.).
Information Security:

Security Assessments:
• Assist with conducting internal assessments using established checklists; evaluate marking accuracy through document sampling; document results/findings; document on-the-spot corrections and recommend corrective actions to assess the overall health of the security program in support of the Command self-inspection program.
• Ensure classified information is properly marked.

Courier Services:
• Process courier requests; prepare courier cards and courier travel authorization letters within 3 business days; maintain a database of issued/destroyed cards for accountability and reporting.
• Submit weekly metrics.

Classified Material Handling:
• Provide assistance with preparing classified information for transmission or transportation.
• Maintain a copy of the classified material inventory; destroy in accordance with applicable records management disposition instructions.

Incident Response:
• Process reported/suspected security incidents in accordance with local policy and procedures, including conducting preliminary inquiries, maintaining security incident files/databases (electronic and hard copy); preparing reports; and identifying trends.

Classification Management:
• Assist with classification and declassification management, including original and derivative classification, and the mandatory, systematic, and automatic declassification programs, utilizing established classification and declassification guides.
• Apply appropriate markings and/or redactions to prevent unauthorized disclosure.

SCG Support:
• Assist and provide administrative security support during the preparation of Security Classification Guides (SCG); maintain SCG library.

Security Reviews:
• Assist with conducting prepublication and security reviews; provide recommendations and identify equities for referral.

CUI Program Support:
• Assist with implementing and maintaining the Controlled Unclassified Information Program; conduct data collection; evaluate marking compliance through sampling; document results/findings; recommend corrective actions; conduct preliminary inquiries and reports, as required. Ensure CUI is properly marked.

Data Analysis:
• Conduct data collection quarterly; review data for accuracy – resolve discrepancies; maintain databases/spreadsheets or like devices to document data collection; prepare reports for inclusion in the Annual Agency Classification Management Report/Data Call.

Repository Management:
• Establish and maintain a sustainable repository/tracking system (e.g., spreadsheet, database, etc.) to document items such as JTF-GTMO Classification and Declassification Guides, prepublication and security reviews, security incidents, and appointed security assistants.
• The repository shall include information relevant to each item and be in a format that accommodates executable searches, reviews, and references.

Security Training:
• Execute a multi-faceted Security, Education, Awareness and Training (SETA) program, including initial newcomer orientation briefs, mandated annual security training, refresher training, awareness and reference materials, etc., using various means (e.g., CBTs, presentations, briefings, pamphlets/trifolds, newsletters, etc.) and delivery methods (e.g., online/CBT, briefer-led in-person and virtual briefings, recorded presentations, etc.).
• Provide training completion rates monthly.

Media Destruction:
• Operate and maintain the SEM Model 23/5 disintegrator and disintegrator evacuation system FT-24.
• Coordinate service and cleaning, scheduled and unscheduled maintenance, repair, calibration, blade replacement and sharpening, cleaning and replacing filters, and acquisition of supplies.
• Complete disintegrator and shredder evaluation reports with recommendations for purchase of parts to be replaced.

Inventory Management:
• Maintain expendable media destruction supply inventory for the above-mentioned disintegrator/evacuation system and equipment certification/maintenance schedule.
• Submit requests to the Technical Task Manager or COR for approval and purchase 30 days in advance, or when requested (end of the year) to ensure uninterrupted disintegration operations.

Witness Destruction:
• Provide witness capability for the destruction of all Top Secret, SAP, SCI, and other materials.

DCS Support:
• Assist with administering Defense Courier Service (DCS) actions. Assist with preparing documentation and materials and conducting pickup/drop-off of materials.
• Perform receipt and delivery of DCS documents and materials.

Qualifications:

• Proven experience in personnel security and information security roles within a government or military environment.
• Strong understanding of personnel security regulations, policies, and procedures (e.g., NISPOM, ICDs).
• Familiarity with security databases and systems (e.g., DISS, SC).
• Experience with processing clearance paperwork and managing security investigations.
• Knowledge of classified information handling procedures and marking requirements.
• Excellent organizational skills and attention to detail.
• Ability to work independently and as part of a team.
• Strong communication and interpersonal skills.
• Ability to obtain and maintain a security clearance.
