ARS is currently seeking skilled professionals with experience in the Department of Defense (DoD) sector for opportunities in Norfolk, VA. These roles offer excellent opportunities for individuals to support NATO’s Allied Command Transformation (ACT), the Alliance’s premier agent for change—driving, facilitating, and advocating continuous improvement of Alliance capabilities to maintain and enhance the military relevance and effectiveness of the Alliance.

All roles will collaborate with ACT to provide appropriate support to NATO missions and operations; lead NATO military transformation; improve relationships, interaction, and cooperation with partners, nations, and international organizations. ACT leads concept development, capability development, training and lessons-learned initiatives, and supports policy development within NATO.

Candidates will be expected to (depending on their assigned position) perform one or more of the following:
  • Lead or support projects related to systems engineering, systems integration, logistics, cybersecurity, and tactical data links.
  • Develop and execute strategies for acquisition, contract performance, and implementation of mission systems.
  • Interface with contract officers and program managers to ensure compliance, performance, and deliverables.
  • Design, document, and maintain enterprise architectures, standards, and governance frameworks that align with DoD and NATO requirements.
  • Use data science, machine learning, and AI techniques to analyze operational and technical data for trend detection, predictive modeling, and decision support.
  • Create and maintain business intelligence dashboards, reports, and analytics capabilities to provide actionable insights to leadership and stakeholders.
  • Design, build, configure, and test applied technology solutions (hardware, software, firmware, embedded systems) to support mission needs.
  • Develop, secure, and test cyberspace operations, software, and networked systems; design resilient and scalable software architectures in contested environments.
  • Oversee the lifecycle management of complex technical systems from concept and requirements definition, through development, testing, deployment, and sustainment.
  • Identify and mitigate risks to project timelines, budgets, and deliverables; escalate issues appropriately.
  • Ensure that all engineering, development, and acquisition processes align with DoD, NATO, and industry best practices and standards (e.g. DoDAF, TOGAF, cybersecurity frameworks).
  • Maintain and enhance security posture consistent with DoD (e.g. RMF, DIACAP) and NATO security directives.
  • Provide regular reporting and updates to leadership on project status, metrics, milestones, and performance.
  • Coordinate across cross-functional teams (program management, operations, test & evaluation, contracting) to deliver integrated solutions to mission-critical challenges.

Position Requirements
  • Security Clearance: Active Secret clearance is required to start. (All positions will require a NATO clearance as well).
  • Citizenship: Must be a U.S. citizen.
  • Experience: Prior DoD or similar government contract experience is strongly preferred.
  • Technical Expertise: Depending on the role, experience is expected in one or more of the following domains:
    • Systems engineering and integration
    • Acquisition and contract oversight
    • Enterprise architecture frameworks (e.g. DoDAF, TOGAF)
    • AI, machine learning, data analytics
    • Business intelligence and reporting tools (e.g. PowerBI, Tableau, etc.)
    • Embedded systems, software development, hardware integration
    • Cybersecurity, secure coding, resilience, network operations
    • Tactical data links and mission systems
  • Skills:
    • Excellent communication (written and verbal) and presentation skills
    • Demonstrated leadership, collaboration, and mentorship capabilities
    • Strong analytic, critical thinking, and problem-solving skills
    • Ability to translate technical concepts to nontechnical stakeholders
    • Adaptability in a fast-paced and mission-driven environment
  • Education: B.S. degree in Engineering, Computer Science, Cybersecurity, Data Science, or a related field is preferred. Master’s degree or relevant certifications (e.g. PMP, CISSP, TOGAF, AWS, etc.) are a plus.
