Transition Manager / SCIF Lead (Project Manager)
The Transition Manager/SCIF Lead directs all activities related to contract start-up, ensuring a smooth transfer of operations with no disruption to mission support. Responsibilities include developing and implementing the transition plan, onboarding cleared personnel, and coordinating continuity of operations. In addition, the SCIF Lead oversees secure facility readiness, build-out, accreditation, and compliance with federal security standards. This role requires expertise in coordinating logistics, staffing, and security requirements during transition, while ensuring that schedules and milestones are met. The Transition Manager serves as the primary point of contact for Government transition leads and ensures accountability across all workstreams during the initial 240-day transition period and beyond.

Education and Experience
Required:
- Bachelor's degree in IT, Security, Business, or related.
- 5+ years leading transition activities in IC/DoD contracts.
- Proven experience in SCIF build-out, accreditation, and ICD 705 compliance.
- Strong leadership, communication, and planning skills.
- Tools/Software: MS Project, ServiceNow, SCIF compliance documentation tools.
Training and Certifications:
- PMP or ITIL certification preferred.
Security Clearance:
- Active TS/SCI and the willingness to sit for a polygraph, if needed
