Position Summary:
ANSER is seeking a Senior Wireless Communications Policy Analyst with expertise in the areas of 5G/RF engineering, policy, and program management. In this key role you will influence technical specifications development, coordinate defense program interests, and participate in working-group level technical discussions within and outside DoD, to include international partners.
This position can support a hybrid work schedule with onsite job duties being performed at the Mark Center in Alexandria, VA.

Position Summary:
ANSER is seeking a Senior Wireless Communications Policy Analyst with expertise in the areas of 5G/RF engineering, policy, and program management. In this key role you will influence technical specifications development, coordinate defense program interests, and participate in working-group level technical discussions within and outside DoD, to include international partners.

Day to Day Responsibilities:
- Provide technical expertise and analysis support on current and future Command, Control, and Communications (C3) concepts, strategies, systems, and architectures required for joint operations in the air, land, maritime, space, and cyberspace domains.
- Collaborate across DoD cross-department teams and Partners and Allies for 5G technology evaluations to influence standards development.
- Contribute to 5G standards development in 3rd Generation Partnership Project (3GPP) standards meetings and other standards development organizations in order to influence 5G technology development and gain submission approval.
- Draft policy, presentations, and coordinate deliverables to optimize mobile communications capability and security across national-level departments/agencies and international conferences.
- Engage with interagency, international, regulatory, and industry partners to help influence 5G standards and policies.
- Engage international partners through leading periodic working group meetings, telecommunications information exchanges, and interoperability programs with FVEY, NATO, Japan, South Korea, and Singapore.
- Coordinate continuous stream of National Security Council, Department of State, and Department of Commerce Interagency Policy Committees initiatives for telecommunications competitiveness and security in general, and 5G specifically.
Required Qualifications:
- Active TS/SCI security clearance required
- Master's degree + 22 years' experience or PhD + 20 years' experience in relevant fields (5G/RF engineering, technology maturation, DoD Information Network architecture, standards development, policy, international partnerships/engagements, related military operations (C4, military planning, requirements)
- Prior hands-on program management experience in a Department of Defense (DoD) environment
- Proven expertise in advanced communications and wireless technologies
- Hands-on experience with 4G, 5G, LTE systems, including:

- Cellular network design and optimization
- RF and spectrum engineering
- In-depth knowledge of 5G technologies and use cases, including:

- Proximity services (sidelink), zero trust, ISAC
- ORAN, AI-RAN, spectrum management, network slicing
- Edge computing, AR/VR, private networks, satellite networking
- Experience evaluating technical and non-technical information for DoD mobility and wireless solutions
- Familiarity with DoD processes and organizations
- Ability to develop and deliver briefings to senior DoD leadership and standards organizations
Preferred Qualifications:
- Experience in 5G standards development requirements and efforts, working in partnership with relevant DoD, USG, and industry partners
- Knowledge of technologies related to specific use cases, such as Unmanned Aerial Systems (UAS), Vehicle-to-everything (V2X), Internet of Things (IoT), aeronautical systems, safety critical, and related standards
