Peerless Technologies is seeking a Senior Program Manager, Test and Evaluation (T&E) Management Support to support the F-22 Program Office located at Wright Patterson Air Force Base, Ohio. The F-22 Program Office is a fast-paced environment supporting a broad array of Divisions and Branches supporting the F-22 Raptor Fleet. You will interface with various government and military stakeholders, including the Weapon System Prime Contractor, and provide Test and Evaluation support for the F-22 Test and Training Branch, in support of the F-22 Program Office mission.
The successful candidate will support the F-22 Program by providing the following skills/activities in support of F-22 Test operations; you will/shall:
Have experience in identifying and developing mitigation for T&E risk factors, aircraft Modernization programs, reliability and maintainability.
Translate requirements to support T&E planning efforts and be familiar with all T&E policies, practices, and procedures.
Provide support for strategic test resource planning, to include, but not limited to, DT and OT resources for known and potential future test programs. The Candidate shall support the Test Centers and T&E Labs Contract Program Managers as needed.
Interface with Air Force Headquarters, ACC, AFMC, Air Force Test Center, OSD, AFOTEC, AFLCMC, DCMA, DCAA, F-22 Engine Program Office, and Test user communities to accomplish tasks including, but not limited to, managing cost, schedule, and performance, responding to audit requests, managing schedules, and setting priorities. The Candidate shall further liaise with the Test Centers and other Government agencies regarding the process to transfer aircraft from ACC to AFMC for developmental test.
Assist in T&E management (e.g., T&E Integrated Product Team (IPT) and the F-22 Integrated Test Team (ITT)), writing/translating/coordinating test documents such as the Test and Evaluation Master Plan (TEMP), Developmental Test (DT) plans, and Operational Test (OT) plans, managing contracts, and gathering Earned Value Management (EVM) metrics in order to develop an annual Test Center SOC requirements to including annual flying hour program and range support.
Develop and maintain metrics for the F-22 Test Enterprise.
Support the F-22 Test Branch with developing, awarding, and managing Test Branch contracts in support of DT operations at the Test Centers.
Assist the team with T&E tasks, such as identifying test scope and resource requirements; planning and conduct of DT&E; support to OT and OT readiness; and planning, coordinating, and supporting Technical Interchange Meetings (TIMs).
Provide support for planning, coordination, and execution of the F-22 ITT and the Candidate shall obtain and provide status of T&E projects to senior leadership as required.
Assist in execution of the F-22 Test Resource Planning Council (TRPC) process and coordinate and support the documentation of TRPC decisions.
REQUIREMENTS
General Experience requirements:
Master’s or Doctorate Degree in a related field and ten years of experience in the respective technical/professional discipline being performed, five years of which must be in the DoD
OR, Bachelor’s Degree in a related field and 12 years of experience in the respective technical/professional discipline being performed, five of which must be in the DoD
OR, 15 years of directly related experience with proper certifications as described in the PWS labor category performance requirements, eight of which must be in the DoD.
Specific Experience requirements:
Have demonstrable experience with the F-22 or other fighter aircraft in the modernization and sustainment phase of their life cycle. The candidate shall also have experience managing service contracts.
Have an understanding of the relationships between lab, developmental, operational, weapons, and live fire Test IAW AFI 99-103.
Have an understanding of Agile principles and be able to adapt those principles to a service contract
Clearance requirements:
Secret Clearance, and able to obtain Special Access Program (SAP) or Sensitive Compartmented Information (SCI) eligibility if required.
