The Opportunity:

We are looking for experienced, innovative and motivated IT Specialists to enable USEUCOM's mission objectives.

ELITE is seeking and experienced Senior Configuration Manager (SCM) to lead and mature its SCM program. This position is in support of a Department of Defense (DoD) organization, US EUCOM located OCONUS in Stuttgart, Germany. This position is required to travel OCONUS.

The Responsibilities:

This critical role will support the organization's transition to a proactive IT operating model, leveraging ServiceNow and the Common Service Data Model (CSDM) 5.0 framework to improve service delivery, asset management, and operational efficiency across hybrid environments. The SCM will play a pivotal role in orchestrating multiple lines of effort, ensuring the Configuration Management Database (CMDB) is accurately populated and synchronized, and driving enterprise-wide improvements in IT service management. This role requires both technical expertise and strong leadership skills to align configuration management with IT service management (ITSM), cybersecurity, and operational readiness objectives.

The SCM will serve as the primary advisor to leadership on all matters related to configuration control, baselining, and integration with tools such as ServiceNow CMDB, Splunk, and SolarWinds. They will drive compliance with DoD, ITIL, and ISO/IEC 20000/27001 standards, while ensuring CM practices directly support mission assurance and operational effectiveness. SCM Shall possess the ability to:

• Lead the development, implementation, and continuous improvement of EUCOM's Configuration Management program.
• Serve as the authoritative voice for CM across the organization, advocating for best practices and adherence to CSDM 5.0 standards.
• Oversee the assessment, gap analysis, and optimization of the CMDB.
• Manage the configuration management database (CMDB) and ensure its accuracy through ServiceNow Discovery and Service Mapping, in addition to integrating tools such as Splunk and SolarWinds to enhance CMDB functionality.
• Oversee change management, version control, and release management processes of configuration items and business services. Prioritize high-value services and Configuration Items (CIs) to maximize impact.
• Contribute to engineering projects through CM and business services support
• Develop, implement, and maintain CM plans, processes, documentation, and training. Provide guidance and mentorship to CM stakeholders
• Collaborate with cross-functional teams to ensure knowledge of and adherence to CM practices
• Ensure compliance with DoD and USEUCOM CM policies and standards through routine audits and reports.
• Improve Hardware Asset Management (HAM) and Software Asset Management (SAM) processes.
• Establish and monitor Key Performance Indicators (KPIs) to measure program success.
• Reduce the impact and resolution time of unexpected service outages through proactive CM.
• Foster a culture of collaboration and discipline across the team, ensuring all stakeholders contribute to CM efforts.

Qualifications:

Required

• Bachelor's degree in information systems, Computer Science, Engineering, or related field (or equivalent experience).

• Have an active Secret clearance with the ability to obtain and maintain an active TS/SCI Clearance
• 5-7 years of relevant IT experience with at least 3 years in CM or ITSM roles.
• Hands-on experience managing a CMDB (ServiceNow preferred) and integrating automated discovery/monitoring tools.
• Strong knowledge of ITIL v4 practices, especially CM, Change Enablement, and Service Asset & Configuration Management (SACM)
• Must possess IAT Level II certification(s) IAW DoD 8570.1 (Security +CE or higher)
• Must be able to meet TESA requirements

The proposed salary range for this position is:
$82,700 - 173,900 USD
