The Opportunity:
Make a difference, join our Team! As the Virtual NEPTUNE HAWK (VNH) Operations Planner you will serve as a specialized Project Officer supporting the planning, preparation, execution, and evaluation of Virtual Neptune Hawk events within a simulator setting. Reporting to the NH Team Lead and collaborating with the broader NH Team at JBPH-H, this position focuses on operational planning for both simulated and live NEPTUNE HAWK exercises, as well as other INDOPACOM or PACAF-directed events. The planner ensures realism and relevance in simulation scenarios, contributes to after-action reviews, and supports mission success through technical and operational expertise.
Responsibilities:
-Support the Active Duty NH planners and NH Team Lead throughout the full VNH Joint Exercise Lifecycle.
-Coordinate the development, integration, and execution of realistic scenarios in simulation environments, including intelligence, logistics, and AOC-like functions.
-Design threat presentations, create simulated orders of battle, and develop scenario injects to engage participants.
-Support after-action review processes to identify improvement areas in simulated operations.
-Work with high-fidelity combat simulator design and functionality.
-Integrate live, virtual, and constructive (LVC) elements into exercise planning.
-Translate real-world operational concepts into simulation environments, focusing on tactical aircraft and Air Battle Management.
-Maintain strict security protocols, handle classified material accountability, and adhere to SAP/STO and ACCM eligibility requirements.
-Keep security clearances up-to-date and comply with polygraph and indoctrination agreements as required.
-Prepare and deliver briefings for Senior Officers and external agencies on simulation capabilities, ongoing operations, planning issues, and exercises.
-Coordinate with national-level agencies, DoD, Combatant Commands, and intelligence agencies for exercise integration.
-Provide system-specific training to PACAF STO personnel.
-Evaluate SAP capabilities for integration and realism.
-Serve as focal point for STO program activities and documentation.
-Participate in live-fly NEPTUNE HAWK events when duties permit.
Qualifications:
Required:
-Active TOP SECRET / SCI clearance.
-SAP/STO and ACCM eligibility.
-Favorable clearance adjudication within the past 12 months.
- 7+ years rated experience in fighter/bomber or ISR aircraft, or Air Battle Management.
-Experience in Air Force operational planning or related disciplines.
-Bachelor's degree in applicable field (or equivalent experience).
Desired:
-10+ years rated experience in fighter/bomber or ISR aircraft, or Air Battle Management.
-15+ years of Air Force experience and multiple years of exercise planning.
-Mission commander, pilot, or ground support experience in simulator environments.
-Familiarity with Virtual Warfare Center (St. Louis) and/or Joint Simulation Environment (JSE).
-Experience with scenario generation, scripting, database manipulation, and LVC integration.
-Recent (last 5 years) tactical aircraft operations and exercise coordination in simulator environments.
-Combined Air Operations Center or operation contingency planning experience.
-Background in Special Access Programs (SAP) and STO Planning.
-Experience submitting SAP/STO paperwork and supporting simulator security.
-Graduate of USAF Weapons Instructor Course or Navy Top Gun.
-Familiarity with military experimentation and Distributed Maritime Operations (DMO).
-Completion of IJSTO Planning and Decision Aide System users' course.
-Strong organizational effectiveness, problem-solving, and advisory skills.
-Ability to deliver clear briefings and articulate simulation environment capabilities.
