CACI is looking for an experienced Program Manager to join our Spectrum Superiority Line of Business (LoB), supporting our Counter C5ISR Solutions Division.
Responsibilities:
• Leads a team of talented CACI engineers, technicians, and program office personnel performing design, development, production, and fielding of innovative tactical electronic warfare capabilities for the US Department of Defense.
• Works closely with the small business prime contractor to plan and execute program tasks and represents CACI in discussions with the government customer.
• Responsible for successful cost and schedule performance of CACI's Statement of Work under the subcontract.
• Provides management direction, administration, quality assurance, and leadership for the execution of CACI's scope of work on the program.
• Oversees production of CACI designed hardware, including supply chain management, manufacturing, testing, and sell-off to the prime contractor
• Supervises and mentors a small team of Project Managers tasked with leading individual projects on the contract.
• Works closely with CACI Supply Chain management to oversee vendor orders and deliveries and engages directly with vendors to resolve issues.
• Oversees quality assurance, risk management, configuration management efforts to ensure contract deliverables meet requirements.
• Oversees all CACI engineering tasks, including hardware engineering and digital signal processing as well as support to requirements analysis, system design, test, and fielding.
• Owns responsibility for achieving company financial objectives for the program and works closely with Division leadership, Business Development, Contracts, and Finance to develop and execute a growth strategy to transition to full rate production and add other customers.
• Employs strong communication skills to direct skilled technical / programmatic resources and report on the technical progress, issues, and problem areas, as well as write and review programmatic documents.
• Ensures the timely recruitment and training of program staff, working closely with the Director of Engineering and operating group Chief Technology Officer to forecast staffing needs.
Qualifications:
Required:
• Active TS/SCI with CI Poly
• Minimum ten (10) years of experience as the program / project manager for a large contract (>$25M in value) with the Department of Defense or Intelligence Community.
• Demonstrated experience managing a complex, system development program, including the management of subcontractors and/or vendors.
• Strong knowledge of the guidelines provided by the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFAR), DoD 5000 series, and ICD 801 policies.
• Demonstrated experience in conducting requirements analysis, resource forecasting and allocation, project costing, deliverable tracking, schedule management, risk management, and financial data monitoring and reporting.
• Ability to work in a collaborative, team environment where resources are shared to create a family of capabilities spanning multiple customers and programs.
• Demonstrated experience working with Engineering and Supply Chain to manage material procurement and vendor relationships
Desired:
• STEM degree or 5 years of experience working with systems involving custom hardware and/or software.
• Possess an active Project Management Institute (PMI) Project Management Professional or PMI Program Management Professional (PgMP®) Certification.
• Five years of experience working in an Army or Intelligence Community acquisition project management position leading integrated teams consisting of engineers, analysts, and project management personnel.
• Demonstrated experience in the management and control of funds and resources using complex reporting mechanisms (for example Earned Value Management).
• Business development and/or capture management experience in the defense market.
