This position is located in the S-4 section of Brigade/Group/Troop Command. The purpose of this position is to function as the Senior Logistics NCO of the organization responsible for oversight and execution of logistics plans, activities, and actions. Performs other duties as assigned.
DUTIES AND RESPONSIBILITIES:
(1) As the subject matter expert for logistics, develops, implements and evaluates the logistic goals and priorities for the organization. Advises the command in the area of logistics operations. Oversees and reviews unit level feeder reports.
(2) Ensures compliance with the command supply discipline program, command maintenance discipline program, and other directed command inspection programs.
(3) Provides guidance and management for all decentralized logistic funds.
(4) Provides technical guidance and assistance to all organizational logistic personnel pertaining to the accountability of all property assigned to the organization.
(5) May be required to represent the National Guard and the unit Commander in the community.

MINIMUM REQUIREMENTS: Experience, education or training involving judgment and/or analytical ability in the logistics field. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE: Must have at least 36 months experience, education, or training identifying activities involving logistical support operations. Experience integrating the actions of a variety of specialized support activities in order to develop a comprehensive logistics plan. Experience monitoring such functions as program planning, resource and fiscal management, training, manpower management, and/or automated data processing to meet the logistics plan. Experience identifying delays or problems and developing corrective actions. Experience working with people from various levels and backgrounds to elicit their cooperation to perform specific tasks, and complying with regulations, laws, or practices.
Education
Substitution of Education for Specialized Experience - Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university, meets the GS-5 level requirements.

APPOINTMENT FACTORS: This is an Indefinite Excepted Service position. Employment can be terminated with a 30-day notice without cause. This position is authorized to be filled as long as there are funds to support it. In the event a permanent (Tenure 1 or 2) employee is selected, and is willing to accept the indefinite appointment, that employee will relinquish permanent status.
Permanent Change of Station: PCS funds are not available for this position.
Incentives: Relocation and Recruitment Incentives may be authorized for this position.
All WVNG positions are pending availability of resources and funds.

Area 1: Current On-board Title 5 Employees and Title 32 Technicians (Tenure: 1- Permanent, 2-Conditional, 3-Indefinite) and Permanent AGR's in the West Virginia National Guard.
Area 2: WVNG Army M-Day and Air Force DSG (Drill-Status Guardsmen,) Temporary Title 32 Technicians and Title 5 Employees, Temporary AGR (OTOT), and national guardsmen serving on Full-time National Guard Duty - Operational Support Orders (ADOS).
Area 3: Current On-board Federal Employees (Tenure: 1-Career, 2-Conditional, 3-Indefinite) from another Federal Agency nationwide.
Area 4: Federal re-employable eligible employees, National Guardsmen outside of the WVNG, and U.S Citizens willing to join the West Virginia National Guard as a condition of employment.
Area 5: All U.S. Citizens.

- This is an excepted service position that requires membership in military assignment in WV's National Guard, and is required prior to the effective date of placement.
