We are seeking a highly experienced Program Manager to lead complex IT modernization initiatives and oversee large-scale service delivery contracts. The ideal candidate will bring a proven track record of driving innovation, improving operational efficiency, and managing multimillion-dollar programs in dynamic, high-stakes environments. This role requires strong leadership, strategic thinking, and the ability to manage cross-functional teams in accordance with industry best practices such as CMMI, Agile, and ITIL.

Responsibilities

  • Lead and manage large-scale IT programs focused on system modernization, innovation, and operational efficiency.
  • Oversee cost, schedule and performance across multiple projects, ensuring alignment with client goals, and contractual obligations.
  • Supervise and coordinate diverse teams across various technical disciplines and job categories.
  • Ensure compliance with program requirements, including quality assurance, risk management, and reporting.
  • Apply best practices in project and program management, including Agile methodologies, ITIL service management, and CMMI process improvement.
  • Serve as the primary point of contact for clients, stakeholders, and subcontractors.
  • Provide strategic direction and mentorship to project teams, fostering a culture of accountability and continuous improvement.

Qualifications

  • Bachelor's degree in a related field (e.g., Information Technology, Computer Science, Engineering, Business Administration).
  • Demonstrated experience leading IT modernization efforts that resulted in measurable cost savings or operational improvements.
  • Proven expertise in managing and controlling program costs and resources.
  • Documented success supervising large IT services contracts with diverse technical staff.
  • Progressive IT experience, including leadership roles in complex environments.
  • Experience managing at least one project within the past three (3) years with:
    • A total contract value exceeding $10 million.
    • Delivery in a highly complex environment.
    • Oversight conducted in accordance with CMMI-certified, Agile, and ITIL frameworks.
  • Active TS/SCI security clearance.

Preferred qualifications:
  • Master's degree (MBA or IT-related) is preferred.
