Responsibilities:
- Coordinate with program A4 Logistics contractor personnel to ensure overall contract requirements are being met.
- Develop requirements and a schedule and manpower estimate for the primary task and plan. Provide support during program reviews including management; Operations, engineering and technical support; security, and financial reviews.
- The support will include preparation of briefing materials, preparation of summary status, results of assigned tasks, preparation of meeting agendas and minutes, notification to attendees and scheduling.
- Prepare and submit a master planning document to 9AF (AFCENT) /A6 describing a logical sequence for technical actions to be accomplished, method of attainment, technical approach, deadlines/ milestones, and any anticipated obstacles or issues.
- Provide requisite assistance to assure the 9AF (AFCENT) /A6 budget submission is accurate and complete in accordance with applicable Air Force and DoD directives.
- Provide Command and Control expertise to the Commander, 9AF (AFCENT) /A6 for theater engagement operations in USCENTCOM AOR.
- Attend and represent 9AF (AFCENT) concerns and issues at high-level meetings and working groups to include Command and Control (C2) Interoperability Boards, C2 Interoperability Requirements Surveys, and technical working groups as directed by CENTCOM.
- Prepare and present briefings as required at these forums. Provide expertise in Air Operations Center Falconer Weapon System.
- Provide historical perspective and continuity for theater C3 and Regional Partner interoperability issues and provide technical advice to personnel.
- Conduct multinational network centric operations symposia emphasizing C4I, coalition interoperability, and information sharing.
- Prepare and coordinate Concepts of Operation for C4I systems and components.
- May perform short notice TDY deployments to meet worldwide operational/mission requirements.
Required Skills:
- In-depth knowledge of the relationship between Joint Staff, Joint Commands, Major Commands, Task Forces, and national/service intelligence agencies.
- Familiarity with 9AF (AFCENT) guidance and procedures.
- Excellent research and analytical skills with strong attention to details.
- Excellent interpersonal skills, customer service relations and professional demeanor.
- Proficiency in Microsoft Office applications.
Required Qualifications:
- Bachelor's Degree
- Active Top Secret (TS) Clearance
- Minimum of ten (10) years of experience in project/program management with at least two (2) years of recent experience in these qualifications. Greater consideration may be given to experience that exceeds the minimum number of years offered in direct support of Air Force Communications and Information Systems. Recent experience is defined as being within the 36 months period immediately preceding date of hire.
- The ability to travel as needed up to 20% of time and medical clearance/availability to travel to Area of Responsibility (AOR).
- A valid U.S Passport and meet visa requirements for travel to USCENTCOM AOR countries.
- In-depth knowledge and experience with operational and technical requirements of Air Operation Center (AOC) and Combined Air Operation Center (CAOC) operations to include: Airspace Control Order (ACO), Air Tasking Order (ATO), Theater Missile defense (TMD), Shared Early Warning (SEW), Ground Theater Air Control Systems (GTACS), and other intelligence, surveillance and reconnaissance (ISR) operations, Joint Operational Planning and Execution System (JOPES), and legitimate operations within National/ICAO airspace systems.
- In-depth knowledge of joint and coalition interoperability initiatives and capabilities. Proficiency in the technical theory and practical application of tactical data-links (TADIL) to include TADIL A/LINK-11A TADIL B/LINK 11B, TADIL J/LINK 16, ATDL-1, PADIL, and unique theater coalition data links such as TADIL S.
- Knowledge of theater strategic and tactical communications including both Satellite Communications (SATCOM) and line-of-sight.
- Knowledge of all operational and technical requirements of security management operations, to include Communications Security (COMSEC).
- Knowledge of frequency spectrum management.
- Knowledge of Advanced Technologies and support processes in US C3 and C4ISR, interoperability with Regional Partners and expansion of IAMD capabilities.
