JOB SUMMARY

CHI Contract Specialists will support procurement activities by performing a range of standard contract functions under close supervision. Responsibilities may include acquiring supplies, services, and basic IT equipment for complex projects in areas such as construction, technical services, and data processing. This role offers hands-on experience in federal acquisition processes and exposure to contract lifecycle management.

MAJOR DUTIES

GS-07
  • As advanced trainees, perform basic research and analysis of management/program analyses functions and assist in the preparation of recommendations to management for the development of proposed activities.
  • Assist with a portion of the budget administration process such as comparing the appropriation, financial plan execution, and actual expenditures in order to identify budget variances.
  • Conduct basic research and analysis by utilizing surveys, interviews, and/or work measurement or other statistical studies in order to formulate selected segments of project plans; arrive at quantitative data; and/or make basic recommendations.
  • Assist in preparing work flow charts and statistical analysis reports.

GS-09 In addition to above
  • Compare existing and proposed systems and/or procedures. Organize and document findings, including suggestions for improvement.
  • Analyze findings and participate in preparing recommendations for implementation of new or modified systems, work procedures, policies, or organizational changes.
  • Assist higher-level analysts in writing reports for managers who require information for decision making and/or monitoring the current status of their resources and finances.

Positive Education Requirement

This position has a specific education requirement; all applicants must verify completion of this basic educational requirement by submitting a copy of their college transcripts by the closing date of the vacancy announcement.

Candidates must have received or will be receiving an undergraduate, graduate, or PhD degree between May 2024 and June 2026 with a GPA no less than 2.95 on a 4.0 scale at the time of graduation. Veterans have up to six years after graduating or completing their degree to apply (May 2020-June 2026).

Education completed in foreign colleges or universities may be used to meet the above requirements provided you can show foreign education is comparable to that received in an accredited educational institution in the United States.

Education

All degrees must be from an accredited college or university. Education may be substituted for specialized experience as follows:

GS-7: Applicant must have a bachelor's degree with superior academic achievement or one (1) full year of graduate level education. Superior academic achievement is the completion of all the requirements of a bachelor's degree from an accredited college or university, which is based on (1) class standing, (2) grade-point average of 2.95 or higher as recorded on an official transcript, or as based on courses completed during the final two years of the curriculum, or (3) honor society membership.

GS-9: Applicant must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.
