Bachelors Degree and a minimum of 10 years of relevant experience in the
Intelligence Community (IC); or Associates Degree and a minimum of 12
years of relevant experience in the Intelligence Community;
Or Masters Degree and a minimum of 8 years of relevant experience in the
Intelligence Community.
• Relevant all-source analytic training for a recognized IC schoolhouse
and/or IC member certification
• Direct experience as a Team Lead or above at in IC member where
duties included conceptualization support to more junior analysts
• Experience using ICD 203
Knowledge
• Familiar with Post-Production tradecraft evaluations.
• Provides relevant technical area lead and program management
support.
• Leads team on projects of various layers of complexity; creates
solutions involving or affecting financial, scheduling, methodology,
tools; prepares long and short-range plans for application selection,
systems development, processes, procedures and production
methods.
• Creates, manages, and monitors associated support services
necessary for programs and projects.
• Works with Government staff (i.e., Contracting Officer, COR, etc.) to
establish and implement program goals and provide key performance
metrics to establish a strategic baseline.
• Creates and maintains a detailed work plan to include specific tasks,
assignments, task dependencies, milestones, and schedule for all
tasks.
• Builds and maintains qualified, full-time staff according to customer
and mission priorities.
• Maintains awareness of emerging capabilities and technologies in
area of expertise.
• Acts as a bridge for the complex gap between the non-technical
functions of management and the technical requirements of work area
mission and its personnel
Experience and past deliverables in the following vital areas:
1) Program Management, 2) Analytic Tradecraft & Methodologies Requisite,
3) Production Requisite, 4) Dissemination Requisite, and 5) Senior Reviewer
Support Requisite.
Intelligence Community (IC) experience desired; DHS intelligence analysis
experience preferred.
Three (3) years of experience managing all-source analysis efforts of at least
ten (10) FTE in an Intelligence Community entity desired; experience
managing DHS Office of Intelligence and Analysis all-source analysis efforts
preferred.
Two (2) or more years’ experience working economic security issues related
to supply chain vulnerabilities, illicit trade, or foreign investment.
Knowledge
Knowledge of the DHS I&A intelligence authorities, DHS component
missions, and the role of I&A in supporting the DHS Intelligence Enterprise;
overall I&A intelligence research, analysis, and production process.
Expert knowledge of direct mission performance assessment delivery to
include experience across multiple mission analytic engagement for IC
Mission Managers.
Skills Experience working with Microsoft Office suite and DHS data systems.
