Program Manager
Vendor Threat Mitigation Support Cell (VTM SC)
BACKGROUND: The U.S. Central Command (USCENTCOM) conducts vendor vetting operations to ensure U.S. Government funds do not support adversarial activities. To support this mission, USCENTCOM requires a Vendor Threat Mitigation Support Cell (VTM SC) to provide Publicly Available Information (PAI) research, reporting, document translation, and cultural analysis. These efforts enable informed decision-making on vendor risk assessments and support compliance with Section 841 of the National Defense Authorization Act (NDAA).
The Program Manager is a designated Key Personnel responsible for the successful execution of the VTM SC contract. They provide leadership, program oversight, and direct coordination with USCENTCOM to ensure accurate, timely, and mission-essential deliverables. Their roles are central to maintaining operational continuity, ensuring compliance with national security requirements, and guaranteeing uninterrupted vendor threat mitigation support during contingencies and crises.
Place of Performance: USG facilities on MacDill Air Force Base, Florida; unclassified research, reporting, and document translation with cultural language analysis may be performed on and/or off MacDill Air Force Base.
Schedule: The Program Manager or Deputy Program Manager shall be physically onsite and available to attend weekly meetings between the hours of 0730 to 1630 EST, Monday through Friday, except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government-directed facility closings.
Period of Performance: 12-month base period, plus (4) four 12-month option periods. Anticipated start date of March 2026.
Requirements:
• US citizen
• Bachelor of Science or Bachelor of Arts degree in any field of study
• Five years or more of experience managing resources, supervising personnel, and leading teams.
• Proficient in utilizing the Microsoft Suite of applications, including Word, Excel, Access, and PowerPoint.
• An active USG TS/SCI clearance with at least one year remaining before the reinvestigation requirement.
Duties and responsibilities will include, but are not limited to, the following:
• Serves as the Contractor Site/Task Lead and primary point of contact with the USCENTCOM VTM Chief
• Coordinates with other USCENTCOM directorates to support VTM program execution.
• Oversees and manages all aspects of contractor employee performance and workload, ensuring timely submission of Contractor Activity Reports (CARs).
• Attends or delegates attendance at weekly staff meetings, vendor vetting decision boards, and Section 841 working groups.
• Maintains an electronic dashboard/task tracker of all products (in development, under review, completed, etc.) for visibility by USCENTCOM.
• Provides monthly summary reports with key performance metric data by the 5th day of each month.
• Ensures representation at government meetings during normal duty hours (0730–1630 EST).
• Identifies and addresses fraudulent vendor documents and shares findings with government representatives.
• Manages contractor resources to meet mission essential requirements, including continuity of services during crises or emergencies.
