USSTRATCOM JIOC IV

In need of a team consisting of three areas

1. Senior Level Intelligence Analyst (Estimated 9 FTEs)

These positions form the backbone of high-level analysis, akin to the island's volcano—powerful and foundational. Personnel must meet the following exact requirements (PWS 2.1.1.1–2.1.1.8):

At least ten (10) years of relevant experience providing support for plans and Joint Intelligence Preparation of the Operational Environment (JIPOE) analysis. Critical duties include providing situational awareness of adversary threat capabilities to support Indications & Warning (I&W), authoring strategic regional and global JIPOE products to enable planning, and authoring intelligence products for the USSTRATCOM Headquarters (HQ) Staff, assigned Component Commands and Task Forces, and the Intelligence Community (IC).
At least ten (10) years of relevant experience preparing, integrating, briefing, and publishing broad and complex all-source intelligence studies, papers, briefings, and assessments in coordination with other Agency elements and IC components on adversary regional issues.
At least ten (10) years of relevant experience supporting the development of intelligence collections requirements and providing feedback and evaluations to IC reporting.
At least ten (10) years of relevant experience providing analysis supporting Target Systems Analysis and target folder development for nuclear, kinetic, and non-kinetic targeting efforts.
At least ten (10) years of relevant experience maintaining Government-furnished databases and software applications, to include the use of visualization tools, in support of strategic intelligence analysis to include support to briefings, papers, and presentations.
At least ten (10) years of direct intelligence analysis experience at an IC or DoD Intelligence Agency, Combatant Command or DoD intelligence unit, of which at least eight (8) years are on the adversary function, or 12+ years of civilian intelligence analysis experience or equivalent academic experience. The Contractor shall provide a credentialed, recognized expert who has authored/published intelligence products or civilian/academic pieces on the adversary function.
At least ten (10) years of relevant experience conducting near-term, mid-term, and long-term analysis supporting the JIOC’s mission of providing current intelligence to senior leadership as well as support to deliberate and operational planning.
At least ten (10) years of relevant experience providing analytical support for the development, validation, implementation, and modification of current and evolving Command and DoD planning documents requiring insight into foreign strategic forces, policy, intentions, and technology.
2. Journeyman Level Intelligence Analyst (Estimated 6 FTEs)

These are the versatile mid-level experts, like the island's lagoon—adaptable and essential for daily operations. Personnel must meet the following exact requirements (PWS 2.1.1.9–2.1.1.15):

At least five (5) years of relevant experience supporting plans and JIPOE analysis. Critical duties include providing situational awareness of adversary threat capabilities to support I&W, authoring strategic regional and global JIPOE products to enable planning, and authoring intelligence products for the USSTRATCOM Headquarters staff, assigned Component Commands/and Task Forces, and the IC.
At least five (5) years of relevant experience preparing, integrating, briefing, and publishing broad and complex all-source intelligence studies, papers, briefings, and assessments in coordination with other Agency elements and IC components on adversary regional issues, military capabilities, or political analysis.
At least five (5) years of relevant experience conducting near-term, mid-term, and long-term analysis supporting the JIOC’s mission of providing current intelligence to senior leadership as well as support to deliberate and operational planning.
At least five (5) years of relevant experience supporting the development of intelligence collections requirements and providing feedback and evaluations to IC reporting.
At least five (5) years of relevant experience providing analytical support for the development, validation, implementation, and modification of current and evolving Command and DoD planning documents requiring insight into foreign strategic forces, policy, intentions, and technology.
At least five (5) years of relevant experience providing analysis supporting Target Systems Analysis and target folder development for nuclear, kinetic, and non-kinetic targeting efforts.
At least five (5) years of relevant experience maintaining Government-furnished databases and software applications, to include the use of visualization tools, in support of strategic intelligence analysis to include support to briefings, papers, and presentations.
3. Journeyman Level Editor (Estimated 1 FTE)

This specialized role is like the island's message in a bottle—ensuring clear, polished communication. Personnel must meet the following exact requirements (PWS 2.1.1.16–2.1.1.17):

At least five years’ experience as an all-source analyst authoring or editing intelligence products focused on Order of Battle (OOB), disposition, capabilities, and/or doctrine for strategic forces, and/or regional analysis of peer and near-peer adversaries as outlined in section 1.2, with the exception of the Production and Dissemination (P&D) position detailed in para 1.5.4 of this PWS.
At least five (5) years of specialized training with 3-5 years of civilian or military intelligence analysis or intelligence production editing experience, or equivalent in private/academic experience. Experience with IC and DoD production management tools (COLISEUM, e-Task, SharePoint) may require training on USSTRATCOM specific tasking tools (TMT).
Additional Notes on All Positions

General Requirements (Applicable to All 16 FTEs): All personnel must adhere to overarching duties in PWS 1.5.1, including conducting all-source analysis, maintaining IC networks, supporting projects/studies, participating in exercises, handling staffing tasks, producing admin products, maintaining continuity books/SOPs, training on specified tools (e.g., Palantir, MIDB), and coordinating projects (CDRLs A002–A005, A007).
Security and Other Mandates: All require a final Top Secret clearance with SCI and NC2/ESI eligibility, SAP/STO access, U.S. citizenship, and potential CI polygraph (PWS 2.3). One FTE designated as Task Order Site Lead for admin oversight (PWS 2.0).
Expansion Slots: Unfunded; up to 9 more FTEs mirroring core roles, plus 4 for Perceptions Analysis (PWS 1.6.2), following the same qualifications.
