Celestar Corporation is seeking a Mid-level HUMINT Policy Analyst to support The U.S. Army Intelligence and Security Command (INSCOM) under the G3X/G2X Global Counterintelligence & Human Intelligence Analysis and Support Contract. Responsibilities:
• The HUMINT Policy Analyst shall support the development, review, and revision of HUMINT and intelligence-related policies and regulations.
• Research, analyze, and draft HUMINT policy documents, and other relevant
directives, ensuring all policies align with current national, DoD, and Army intelligence guidelines.
• Review existing HUMINT and intelligence policies for currency and effectiveness. This includes coordinating with various stakeholders, such as military services, combatant commands, and intelligence community partners, to gather input and build consensus on policy changes.
• Prepare and deliver professional briefings and reports on policy matters to senior
leadership and working groups.
• Clearly articulate complex policy issues and recommend courses of action.
• Incorporate relevant training and doctrine into policy recommendations to ensure
practical and effective implementation. The analyst must be able to translate operational experience into sound policy.
Required qualifications/skills:
• At minimum a Bachelor's degree.
• Military or Government Education: Must be a graduate of one of the
following:
o USG HUMINT certification course
• 8 full-time years of experience on a HUMINT or Operational Management Team (OMT) staff.
• 5 full-time years in a strategic Military Intelligence or IC role
supporting HUMINT, or other sensitive/specialized
intelligence activities.
• 5 full-time years of demonstrated policy experience.
