TQI Solutions is seeking an experienced Sr Program Analyst - Naval Aviation Infrastructure to o join our Commander, Naval Air Forces (CNAF) team in San Diego, California. This role plays a key part in shaping naval aviation infrastructure and readiness initiatives across the West Coast and INDOPACOM region. You'll partner directly with Navy leadership, engineering teams, and program offices to plan, prioritize, and deliver mission-critical facility improvements that keep naval aviation operationally strong. This position is contingent upon contract award.

This is a full time, salaried/exempt, onsite position. Salary range is $138K - $155K DOE.

The incumbent of this position will be subject to a background investigation and will be required to maintain a government granted security clearance.

Responsibilities:
- Assist Commander, Naval Air Force Atlantic N83 in collecting and analyzing requirements for CNAP MILCON and FSRM IPLs to support PPBE.
- Support infrastructure enhancement projects for P-8A, Triton, and Tactical Operations Squadrons.
- Provide technical support in managing ICD-705 compliant facilities.
- Collaborate with senior military and civilian officials to define and execute facility requirements on schedule.
- Develop and deliver Requirements Officer Training covering the Joint Capabilities Integration and Development System (JCIDS), Defense Acquisition System (DAS), and the PPBE process.
- Serve as the primary point of contact for client communication, contract execution, and performance oversight.
- Help ensure infrastructure readiness to support new aircraft and aircraft carriers while maintaining operational capabilities for existing squadrons, type wings, and carriers.
- Assess and brief facility condition and infrastructure priorities to CNAP and CNAF leadership.
- Attend OPNAV's Strategic Laydown Dispersal (SLD) cycle process and provide analysis, assessment and recommendations to CNAP N8 staff on aviation areas of concern.

Qualifications:
- Bachelor's degree in business, finance, engineering, science, or a related field.
- At least 10 years of experience supporting studies, analyses, or business improvement initiatives for government or commercial systems.
- Proven experience in system design analysis, functional requirement development, and implementation or transition planning.
- Familiarity with military construction, Facility Sustainment, Restoration and Modernization and special project requirements determination and prioritization processes.
- Familiarization with NEPA requirements as they relate to naval aviation basing and facilities requirements, naval aviation aircraft and aircraft carrier introduction and transition processes, the CNAF MAP
- Advanced knowledge of the DoN PPBE process.
- Strong analytical skills and ability to collaborate across functions to develop complex business and technical solutions.
- Five or more years of recent direct experience supporting Naval Aviation program.
