The Opportunity:
Support Fleet Air Reconnaissance SEVEN, SCW-1 N7, SCW-1 FIT, and TACAMO Weapons School as the
principal advisor for all training pipeline issues, including maintaining and drafting correspondence and documents relating
to VQ-7 Naval Aviation Production Process (NAPP) and Planned Production Factors (PPF).
Act as VQ-7 senior analyst for manpower, personnel, training, strategy, and policy implementation. Support VQ-7 by
assisting with the development of strategies and policies, which govern military manpower and personnel. Advise VQ-7
Commanding Officer on TACAMO Aircrew manning with respect to initial/fleet accessions to the fleet. Support to also
include VQ-7 Database Manager for the NITRAS/CeTARS system and membership on all Executive Senior Enlisted Advisory
Boards and Naval Aircrewmen Executive Leadership Committees.

Responsibilities:
- Maintain and draft correspondence and documents relating to VQ-7 Naval Aviation Production Process (NAPP) and
- Planned Production Factors (PPF).
- Advise VQ-7 CO on TACAMO Aircrew manning with respect to initial accessions and fleet returnees.
- Responsible for the preparation of VQ-7 manpower documentation, including; analysis of organization, manpower
- studies, POM analysis, manpower training requirements, impacts to acquisition and modernization programs, and
- manpower requirements/analysis.
- Analyze and assess the manpower and personnel changes by utilizing TFMMS and other databases, as required. Provide
- TFMMS, BC&Rs, and general manpower database support, while assisting other users as needed.
- Coordinate with Enlisted Community Managers and Enlisted Plans and Policy representatives to provide a thorough
- analysis of any issues impacting VQ-7 production.
- Monitor and analyze student production training data from a variety of data sources, including the NAPP Integrated
- Production Data Repository (NIPDR) and Navy's Corporate Enterprise Training and Resource System (CeTARS) student throughput on a weekly, monthly, and annual basis, prepares briefings and makes suggestions/recommendations as needed.
- Coordinate efforts with Task Groups METG, NFO, and NAC production and liaison personnel to ensure the student database
- processing and analysis facilitate the timely and accurate movement of students through the training pipeline. Act as VQ-7
- Database Manager for the NITRAS/CeTARS system.
- Provide membership on the Executive Senior Enlisted Advisory Board and the Naval Aircrewmen Executive Leadership
- Committee.
- Advise CSCW-1 N7 on all Aircrewmen training and manning requirements and issues.
- Advise members of NAE on issues about Aircrewmen manning and production efforts.
- Serve as a member on Barrier Removal teams.
Qualifications:
Required:
- Possess an Active DoD "SECRET" security clearance
- 10 years of consecutive experience in the NC3 TACAMO community.
- Knowledge of NITRAS/CeTARS, PPF, and NAPP as it pertains to street-to-fleet production.
- Proficient in Microsoft business software package to include EXCEL, WORD, and PowerPoint.
- Meet eligibility requirements for access to classified information at the level, as noted in the contract DoD Contract
- Security Classification Specifications form (DD254).
- Meet the minimum requirements outlined in the Secretary of the Navy Management Manual (SECNAVINST) 5510.30,
- SECNAVINST 5510.36 and Fleet Information Process Standards (FIPS).
- Consistently demonstrates proactive problem-solving abilities by taking the initiative to address issues and collaborating effectively with both customers and higher headquarters.
- Requires minimal leadership oversight and consistently delivers positive outcomes.
Desired:
- Proficient in Microsoft business software package to include ACCESS, and Power BI.
- Proven past performance in a senior leadership position.
- Possess an upper-level degree (Associate or higher)
