The Opportunity:
CACI is looking for a DOD Senior Logistics cs SME to join our Naval Engineering team to stand up support of multiple clients such as NAVSEA, MSC, and USCG in support of Engineering logistics. This pivotal role is designed to support multiple high-profile le clients, including the Naval Sea Systems Command (NAVSEA), Military Sealift Command (MSC), and the United States Coast Guard (USCG). The candidate will be instrumental in establishing and leading support initiatives across various client missions, be able to drive the successful execute on of complex projects, ensuring they are delivered on time, within budget, and in full compliance with all relevant regulations and standards.
This position requires a highly skilled individual with extensive experience in project management, financial analysis, and logistics support. The candidate will support customers' missions on multiple programs and will establish relationships with Government clients. The candidate should be experienced in documenting processes, policies, procedures, test plans, Concept of Operations (CONOPS), writing proposals, developing presentation materials, financial and logistics reports, white papers, other documents, and other deliverables.
Responsibilities:
• Oversee and coordinate all aspects of large logistics projects to ensure timely and effective execution.
• Lead and manage a team of analysts and support staff , providing guidance and oversight.
• Develop and maintain project timelines, ensuring alignment with long-range organizational goals.
• Serve as a Subject Matt er Expert (SME) in Naval Sea Systems Command (NAVSEA) Acquisition and In-service Logistics support, with extensive project management expertise in Navy and Joint Service Program Acquisition and Support.
• Demonstrate expertise in acquisition and in-service Integrated Logistics Support (ILS)/Integrated Product Support (IPS)and Program Management.
• Develop and implement logistics strategies that align with the organization's goals and objectives.
• Manage the end-to-end supply chain process, including procurement, inventory management, and distribution.
• Extensive experience in Independent Logistics Assessment (ILA), including developing ILA policies, performing assessments, and briefing stakeholders.
• Develop standardized ILA processes, including standard forms for Findings and Opportunities for Improvement (OFI),ILS/IPS Element Summaries, ILA Reports, and ILA Deficiency Status Reports.
• Utilize HIVALS to manage high-value asset logistics, ensuring accurate tracking and reporting.
• Develop strategies for optimizing HIVALS usage to enhance logistics efficiency and reduce costs.
• Process and analyze HIVAL worksheets to identify cost-saving opportunities.
• Collaborate with suppliers and vendors to ensure timely and cost-effective delivery of materials.
• Oversee the procurement, maintenance, and inventory management of high-value assets, ensuring optimal operational availability and reliability.
• Identify and implement process improvements to enhance operational efficiency and reduce costs.
• Utilize logistics software and tools to monitor and analyze performance metrics.
• Lead business process re-engineering initiatives to improve efficiency and effectiveness.
• Possess U.S. Navy experiences specializing in Acquisition, Supply and Material Management, Life Cycle Management, and Logistics Operations.
• Have extensive experience in LEAN workforce, procurement, and operations management for Maritime acquisition programs.
• Develop and manage project budgets, ensuring financial compliance with Federal accounting standards and DoD policies.
• Prepare budget exhibits, funding documents, and financial status reports, including S-Curve Trend analyses and dashboard reporting.
• Deliver monthly financial status updates to the Contracting Officer's Representative (COR), enhancing communication and contract transparency.
• Manage staffing matrices, including CACI personnel and subcontractor participation.
• Perform risk management, identifying risks and developing mitigation strategies.
• Identify and implement technology solutions to enhance logistics processes and Fleet readiness.
• Prepare and update projected labor and Other Direct Cost(ODC) spreadsheets, providing precise financial forecasts to support project planning.
• Assist with updating and presenting Program Management Reviews (PMR) and Task Planning Sheets (TPS), contributing to effective program oversight.
• Provide technical guidance on acquisition and lifecycle logistics support plans.
• Conduct Gap Analysis Studies and assess the impact of logistics proposals on enterprise processes.

Qualifications:
Required:
- U.S. Citizenship
- Active DOD Secret security clearance
- Bachelor's degree or equivalent years of related experience.
- At least 10 years of experience and bachelor's degree in business or a related field or a minimum of fifteen (15) years of additional relevant experience may satisfy degree requirements.
- Experience with NAVSEA, MSC, or USCG marine logistics practices and standards.
- Proficiency with MS Office Product Suites including Word, PowerPoint, Excel, Database, Teams, Adobe Pro, N-ERP, WAWF, and PIEE systems
- Experience briefing complex technical issues (including performance, cost, schedule and risk implications) to decision makers.
Desired:
- Master's degree in Systems Management
- Ten years of experience performing as a key lead of a NAVSEA or MSC Logistics team projects.
