In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Human Resources Management, Series 0201.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-2, equivalent to the next to lower grade GS-5-11 or equivalent in the Federal Service. Specialized experience must include: A sound theoretical knowledge and practical understanding of human resources management function, theories; and techniques and of basic relationships of the various disciplines. Knowledge of, and skill in applying, employee/labor relations principles, practices, and legal and regulatory requirements sufficient to advise managers about appropriate disciplinary or other corrective techniques that are responsive to a range of conduct and performance problems and to provide technically accurate interpretations of negotiated agreement provisions and reconcile conflicting technical viewpoints. Knowledge of human resources management and Equal Employment Opportunity policies, practices, and procedures. Ability to produce desired results, in the needed timeframe, with the appropriate level of supervision through the use of appropriate knowledge, skills, abilities, and understanding of the technical requirements of the job. Achieves, demonstrates, and maintains the appropriate qualifications necessary to assume and execute key acquisition and/or support requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. A sound theoretical knowledge and practical understanding of human resources management function, theories; and techniques and of basic relationships of the various disciplines.
2. Knowledge of, and skill in applying, employee/labor relations principles, practices, and legal and regulatory requirements sufficient to advise managers about appropriate disciplinary or other corrective techniques that are responsive to a range of conduct and performance problems and to provide technically accurate interpretations of negotiated agreement provisions and reconcile conflicting technical viewpoints.
3. Ability to plan, organize and direct the functions and staff of a small sized organization.
4. Knowledge of management and installation's missions and objectives and their implications on human resources management programs at a large, multi-mission or otherwise diverse and complex organization or installation.
5. Knowledge of the methods and techniques of fact-finding, analysis, and resolution of complex problems and the development of concrete action plans to solve problems.
6. Knowledge of human resources management and Equal Employment Opportunity policies, practices, and procedures. Knowledge of safety and security regulations, practices and procedures. Ability to communicate effectively, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
