Join the ITility team and make a difference! ITility seeks a talented Program Manager with a deep understanding of the Intelligence Community. This position is contingent upon contract award.
This position is onsite at the Client location in Washington D.C. Metropolitan Area.

Program Management:
- Manage the execution and performance of a highly visible IC Task Order.
- Ensure the effective management of scope, schedule, cost, quality, staffing, communications, risk, and subcontractor performance to sustain exceptional performance across all projects.
- Establish and work to Account metrics to assess performance, client satisfaction, and to ensure objectives are met efficiently and effectively.
- Analyze performance, processes, and program quality to make continual improvements.
- Deliver executive level written and verbal communications
- Participating in the negotiation of the TO, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditions.
- Oversee and manage Account budget, financial projections, P&L, ensure responsible coverage of Account billable personnel, and adherence to corporate financial guidelines.
- Development and adherence to budget baselines utilizing Earned Value Management (EVM), financial risk management or similar cost & schedule control methodologies.
- Lead change through agile management practices to help your customer scale
Lead your teams:
- Foster a culture of high trust, transparent communications, and development opportunities.
- Develop and lead a high performing team known for exceeding objectives.
- Facilitate implementation of the ITility Service Delivery Methodology throughout the task order.
Service Delivery:
- Deep dive to know customer pain points.
- Be hyper-focused on customer engagement and hyper-critical of program quality.
- Build trust and relationships through exceptional delivery.
- Demonstrated history of building strong customer relationships – becoming a trusted mission partner.
- Enhance our customers’ capabilities
Business Development & Growth:
- Identify Long Term Growth Goals
- Have a successful record of identifying and managing new growth opportunities within a Federal portfolio of contracts.
- Bring a deep familiarity of prior experience participating in business development, capture activities, and proposal/solutions development.
- Develop new business opportunities through long term strategic planning, capture planning, and development of proposals and business plans.
Identify and Shape Opportunities
- Lead growth of assigned portfolio of contracts and participate in ITility planning and enhancement activities.
Build Key Customer Relationships
- Influence customer decisions through collaboration, leadership, and a customer-focused approach.
- Cultivating customer relationships and intimacy to develop further opportunities within the customer community.
Leverage Business Intelligence
- Understand competitive landscape coupled with program strengths and weaknesses to create enduring strategic partnerships.
Talent Acquisition:
- Hire and retain top talent.
- Build and develop your teams
- Recognize exceptional talent and willing to move them throughout the organization.
- Develop leaders and take seriously your role in coaching others.
Required Qualifications:
- Bachelors degree in Business Management, Project/Program Management, or a related field.
- Experience with Federal IC program management requirements.
- A minimum of a current Top Secret (TS) clearance with SCI eligibility; a Counterintelligence (Cl) scope polygraph. Must be eligible for crossover and meets Intelligence Community Directive (ICD) 704.
- A minimum of ten (10) years of project management experience managing complex projects of a similar scope and complexity.
- Experience managing a budget of over $400m
- Experience supporting over 150-200 FTEs
Preferred Qualifications:
- An active Project Management Institute (PMI) Project Management Professional or Program Management Professional certification.
- Postgraduate degree, Masters, etc.
Physical Requirements:
- Work is typically performed in an office setting.
- Prolonged periods of sitting at a desk and working on a computer.
- While performing the duties of this job, the employee is regularly required to stand, sit, demonstrate manual dexterity, climb stairs, talk, hear and see.
- Must have the ability to lift 15-25 pounds.
